The NJ Department of Environmental Protection is responsible for environmental management in New Jersey, and they are seeking a Manager 4 for their Environmental Protection division. Responsibilities

Plans, coordinates, and directs the programs and staff in a divisional bureau performing complex engineering, administrative/management, fiscal, environmental, or scientific activities relative to the areas of environmental management
Identifies, analyzes, and resolves specific technical and administrative issues relative to the work activities of the bureau
May directly supervise section chief positions
Oversees technical staff working with responsible parties, Licensed Site Remediation Professionals (LSRPs), consultants, attorneys, government agencies, performing remedial work to investigate and remediate discharges of hazardous substances
Ensures appropriate oversight of responsible parties and LSRPs performing remedial actions

Qualification

Professional Engineer's licenseEnvironmental management experienceSupervisory experienceRemediation statutesPublic communication skills

Required

Possession of a valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors; and five (5) years of professional experience in the scientific/technical or engineering aspects of environmentally related activities, three (3) years of which shall have been in a supervisory capacity
OR Possession of a bachelor's degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and five (5) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity
OR Possession of a master's degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and four (4) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity
OR Possession of a doctorate degree from an accredited college or university in one of the biological, chemical, environmental, or physical sciences or engineering; and three (3) years of the above-mentioned professional experience which shall have been in a supervisory capacity
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position

Preferred

The appointee should have a strong working knowledge of applicable New Jersey remediation statutes (Site Remediation Reform Act, Spill Act, etc.), Site Remediation and Waste Management regulations and guidance documents, CERCLA, RCRA to ensure appropriate oversight of responsible parties and LSRPs performing remedial actions
Experience conducting public meetings and the ability to effectively communicate complex technical issues to the general public
