FORESTRY DISTRICT MANAGER-DACS - 42002390 (FOR INTERNAL AGENCY EMPLOYEES ONLY)
The State of Florida's Department of Agriculture and Consumer Services is seeking a Forestry District Manager for the Florida Forest Service. The role involves overseeing state forestry activities, managing fire prevention and suppression programs, and ensuring compliance with policies and procedures.

Responsibilities
Directly responsible for the implementation and direction of all state forestry activities of the Perry District
Overall responsibility for the unit's four County forest fire prevention, detection, and suppression programs; administration and directing activities in Dixie, Lafayette, Madison, and Taylor counties
Spend majority of their time communicating with, motivating, providing, or coordinating training, and directing the work of subordinates
Complete timely performance appraisals, develop accurate work plans, and timely approve attendance and leave for each subordinate
Make recommendations for special pay increases, reclassifications, hiring, and disciplinary actions, when appropriate
Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner
Ensure that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures
Direct the activities of the Forest Area Supervisors and other district staff to ensure a balanced operations use of manpower, equipment and budgets
Monitor progress and work to ensure accomplishment of the FFS goals and objectives
Ensure district personnel recruitment is managed in a timely and efficient manner
Responsible for interviewing and evaluating selections and assignment of personnel
Review all fixed capital, expense and Operating Capital Outlay budgets
Provide training to staff in budget planning, preparation and implementation
Ensure that all property, including sites, buildings and equipment are well maintained in accordance with established standards, available funds and operational ability
Ensure that all inventory items (state and federal property) are accounted for according to established procedures
Assume command of major fires in district
Directly supervise the activities of Forest Area Supervisors who are responsible for preparation and implementation of fire readiness plan as well as ensuring readiness of all fire suppression crews through day-to-day supervision of Forest Rangers and Other Personal Services seasonal employees
Coordinate FFS fire suppression responsibilities with rural community forestry protection activities in the district
Responsible for reviewing, evaluating, acquiring and distributing through lease agreements, federal excess and state fire equipment requested by fire departments and/or County Commissioners
Monitor and ensure that the division’s Rural Community Fire Protection Training Program is given to all requesting volunteer fire departments
Responsible for budget preparation, planning and implementation of the Cooperative Forestry Assistance Program
Monitor budgets on a month-to-month basis and provide input into biennial budget preparation
Administer the rural and urban forestry assistance programs which include a wide range of professional assistance to small landowners
Administer the district’s Forestry Information Program
Establish and maintain contact with all related public agencies, major landowners or their representatives, and elected officials
Assure that the public is kept appropriately informed of division programs and services, with emphasis on fire prevention and reforestation
Coordinate with district staff to ensure that an effective environmental education program is carried out
Responsible for the training and safety programs administered by the district
Conduct monthly safety meetings
Perform other related work as assigned
Qualification
Required
A bachelor's degree from an accredited college or university with a major in forestry and three (3) years of professional, administrative or supervisory forestry experience; or
A master's degree from an accredited college or university with a major in forestry and two (2) years of experience as described above
Experience as described above can substitute on a year-for-year basis for the required college education
In addition to the above, requirements under Florida Statute 633 must be met
Must be a nonuser of tobacco or tobacco products for at least one year immediately preceding application
THE INCUMBENT WILL BE REQUIRED TO COMPLETE THE PRESCRIBED NUMBER OF HOURS OF FIRE RECRUIT TRAINING WITHIN THE PROBATIONARY PERIOD
ALL POSITIONS WITHIN THIS CLASS REQUIRE POSSESSION OF A VALID DRIVER LICENSE
Successful applicant must pass a background screening, including fingerprinting, as a condition of employment
