Environmental, Health & Safety (EH&S) Manager

NAES Corporation is a leading provider of operations, maintenance, and engineering services for energy facilities. The Environmental, Health & Safety (EH&S) Manager at the Linden Cogeneration Plant will ensure compliance with environmental, health, and safety regulations while driving a culture of safety and environmental responsibility. This role involves developing EHS programs, managing permits, and leading safety initiatives in collaboration with operations teams.

Responsibilities

Maintain an in-depth knowledge of existing and proposed federal and New Jersey state regulations, including OSHA, RCRA, CAA, NPDES, TSCA, CWA, DOT, and other relevant environmental, health, and safety regulations
Develop site-specific EHS programs and plans in accordance with both New Jersey state and federal regulations, including the management of Title V Permits, POTW permits, SWPP, SPCC plans, and compliance documentation
Plan and implement safety policies and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations, ensuring alignment with New Jersey-specific regulatory requirements
Plan and implement training programs for personnel on worksite safety practices, fire prevention, and correct handling techniques for chemicals, toxins, equipment, and other materials
Collaborate with Operations Teams to ensure effective implementation of all plant EHS Management Systems, utilizing prescribed scorecard systems for performance evaluation
Drive EHS compliance through audits, process/equipment reviews, proactive risk elimination, and managing agency inspections and disputes
Lead the Compliance Assurance program at the site, ensuring adherence to all regulatory requirements and operational safety standards, including Title V compliance
Ensure completion of continuous emissions monitoring system (CEMS) reporting in accordance with Title V permit requirements, enforceable by applicable environmental regulatory agencies
Provide leadership on the plant safety committee and within the site management team, driving EHS initiatives, values, and OSHA VPP compliance across the site
Perform site audits to identify non-compliance and work with management teams to implement corrective actions
Conduct thorough incident/accident investigations and develop corrective and preventative action plans in accordance with regulatory requirements
Leverage EHS expertise to provide technical and regulatory support to Operations teams and coordinate compliance efforts with external contractors, ensuring adherence to New Jersey-specific and other applicable regulations on-site
Compile and submit periodic reports to headquarters, detailing EHS performance, regulatory compliance, and audit results
Support site security and emergency response needs and act as a liaison to the Local Emergency Planning Committee
Serve as a liaison to the community and local industrial groups as needed, fostering positive relationships and ensuring transparency in EHS practices
Completes other reasonable tasks and assignments as needed

Required

Bachelor's degree in environmental compliance, engineering, or a related field, or equivalent technical training. Relevant experience may be considered in lieu of education on a year-for-year basis
Certification as Level 5 HAZWOPER is desired
At least four years of experience in EHS compliance in a power plant or power-related industry, with demonstrated experience identifying and addressing environmental and safety risks, compliance challenges, and understanding the relationship between environmental impacts and operational functions
Comprehensive knowledge of environmental, safety, and hazardous materials regulations—including air (CAA), water (NPDES, CWA), waste management (RCRA, TSCA), OSHA, DOT, and New Jersey-specific statutes—with experience managing permits and compliance plans such as Title V, POTW, SWPP, and SPCC
Experience with Process Safety Management (PSM), Risk Management Programs (RMP), and Toxic Chemical Release Inventory (TCPA), ensuring safety and regulatory compliance in high-risk environments
Proficiency with Continuous Emissions Monitoring Systems (CEMS) and Data Acquisition and Handling Systems (DAHS), ensuring compliance with emissions reporting requirements
Experience with agency inspections and regulatory disputes, with the ability to effectively manage these interactions and ensure compliance with environmental and safety regulations
Proven ability to maintain an OSHA VPP-certified facility through adherence to safety standards, effective training, and regulatory compliance, combined with strong interpersonal, writing, and analytical skills to communicate and drive EHS initiatives across stakeholders
Skilled at delivering clear, effective training to ensure plant safety and compliance, while managing multiple tasks in a complex industrial environment and swiftly identifying, addressing, and mitigating compliance risks
Proficiency in MS Word, Excel, PowerPoint, and Project for reporting, analysis, and project management
Must possess a valid, unrestricted U.S. driver's license and ensure it remains in good standing at all times
