Responsibilities
Manages resources to support effective and fiscally responsible program and portfolio operations. Evaluates organizational performance, identifies opportunities for improvement, and recommends strategic initiatives to enhance management of information technology (IT) programs and related services
Oversees cost-benefit analyses, pricing models, process evaluations, and performance benchmarks to assess portfolio competitiveness and operational effectiveness. Applies performance measures and data analytics to guide decision-making and continuous improvement
Develops and directs strategic workforce initiatives and cross-organizational planning efforts. Represents the organization with senior officials across government, private industry leaders, oversight bodies, and professional associations to advance mission objectives and address emerging challenges
Leads analysis of market trends, vendor performance, and emerging technologies to identify risks and opportunities that inform partnership and acquisition strategies. Promotes innovation by leveraging industry best practices and market intelligence
Coordinates across organizations and governance bodies to share insights, improve policy compliance, and strengthen acquisition and vendor management practices. Provides expert guidance on governance, risk, and performance management frameworks related to program goals
Qualification
Required
US Citizens and National (Residents of American Samoa and Swains Island)
Meet all eligibility criteria within 30 days of the closing date
Register with Selective Service if you are a male born after 12/31/1959
Direct Deposit of salary check to financial organization required
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees
Serve a one year probationary period, if required
Undergo and pass a background investigation (Tier 4 investigation level)
Have your identity and work status eligibility verified if you are not a GSA employee
Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
Serve a one year supervisory or managerial probationary period, if required
At least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service
Experience managing and evaluating complex program or portfolio operations that involve analyzing market trends, vendor performance, and emerging technologies to inform strategic decisions
Leading cross-functional initiatives that integrate financial, performance, and workforce planning
Advising senior leaders on compliance, policy, or governance issues that affect program or vendor relationships
Developing and implementing strategies or business models to enhance program performance or organizational effectiveness
