Duty Optimization Program Manager

They are seeking a seasoned Duty Optimization Program Manager responsible for leading global duty mitigation initiatives and ensuring compliance with trade regulations while maximizing savings through duty recovery programs.

Responsibilities
Deliver savings through duty recovery programs (Drawback, First Sale, FTA)
Manage and oversee Preferential Certificate of Origin compliance for designated Siemens divisions’ imports and exports
Direct FTA reconciliation, and support for 520(d) claims
Approve issuance of certificates in alignment with Rules of Origin and ensure adherence to record-keeping requirements
Oversee utilization of the GTM tool for Siemens’ supplier Preference Certificate Solicitation process
Conduct annual solicitation campaigns and drive system improvement initiatives, including testing and documentation updates
Interface with the Product Owner of the FTA Solicitation tool as needed
Develop strategies to maximize duty recovery and minimize tariff costs through drawback, FTAs, and other preferential programs
Collaborate with business division management to assess and implement strategies based on regulatory impacts
Oversee Siemens’ Duty Drawback Program
Continue skill development on Trade Compliance and Regulatory issues
Qualification
Required
Bachelor's Degree (Preferably International Economics or Finance)
Licensed Customs Broker
Expert in data analysis software (Excel, Power BI integration, Tableau, etc.)
Expert in FTA Qualification, Classification, and Country of Origin determination
Expert in GTM platforms, ERP systems, and ACE
In-depth knowledge of 19 CFR, US HTS, and Duty Drawback regulations
Ability to work independently and manage multiple priorities
Legally authorized to work in the United States on a continual and permanent basis without company sponsorship
Preferred
Proven ability to lead digital transformation and compliance automation projects using programming & Open-Source tools (Python, Apache Spark, Snowflake, etc.)
Prior FTZ knowledge a plus
Strong analytical and problem-solving skills; ability to manage complex situations effectively
Exemplary written, and verbal communication skills
Strong team leadership and employee development skills
