Human Resources Payroll Manager
The University of Maryland's Department of Computer Science is seeking a Human Resources Payroll Manager. This role involves managing payroll and HR programs, ensuring compliance with policies, and serving as a key liaison for the department.
Responsibilities
Manage all day-to-day payroll and HR programs for the department
Serve as the authoritative subject-matter expert for faculty, staff, and students
Exercise independent judgment and decision-making authority in managing bi-weekly payroll for over 500 employees
Ensure compliance with UMD policies and procedures and various federal and state laws
Resolve payroll and HR issues and improve operational efficiency
Maintain data integrity for payroll and HR processes
Administer the end-to-end payroll, appointment, onboarding, and offboarding processes for faculty, staff, and graduate assistants
Analyze payroll and HR data and interpret University policy
Develop departmental procedures and resources
Serve as the primary liaison and departmental representative to central HR, Payroll, Benefits, the Graduate School, and partner units
Qualification
Required
Bachelor's degree from an accredited college or university
Three (3) years of professional human resources or payroll experience
Knowledge of payroll policies and procedures, and federal, state, and other applicable payroll related laws, rules, regulations, and ordinances
Knowledge of human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances
Skill in the use of Microsoft Office and Google Suite products
Skill in oral and written communication
Ability to multitask and prioritize assignments
Ability to analyze situations and determine the best recourse for response
Ability to interpret and apply policies, procedures, regulations, and laws
Preferred
5 years of payroll/HR experience in higher education
Workday experience
UMD experience
Knowledge of UMD human resources policies and procedures
