Code Enforcement Officer (LURM)
NEOGOV is seeking a Code Enforcement Officer for Walworth County, responsible for enforcing Erosion Control, Zoning, and Shoreland Zoning Ordinances. The role includes issuing permits, conducting inspections, and ensuring compliance with county regulations.

Responsibilities
Provide technical assistance to the public through phone calls, meetings, and appointments concerning permits, variances, land divisions, violations, land use issues and development criteria pertaining to Walworth County Ordinances and other regulations
Review, issue, or deny a variety of county permits, including zoning, erosion control, and sanitary permits
Perform on-site inspections
Maintain open lines of communication with all agency staff
Review farm separation, lot line adjustments, and parcel split applications
Review Board of Adjustments applications for accuracy and completeness when applicable
Review conditional use and rezone files/applications to be set up for hearing when applicable
Participate in pre-application conferences for projects
Meet with town officials, planning commissions, and other public bodies to give information related to county ordinances and processes
Conduct on-site inspections of private sewage systems and soil evaluations
Review soil evaluation reports to make sure they are complete and meet the requirements of the Wisconsin Administrative Code
Review/issue Sanitary permit applications to ensure Wisconsin Administrative Code requirements are met
Complete Final Inspection Reports for all private sewage systems inspected
Administer the Wisconsin Fund Grant Program
Draft correspondence regarding general code requirements, code interpretations, violation orders, etc
Attend Board of Adjustment, County Zoning Agency and/or County Board meetings as deemed necessary
Investigate ordinance violations or complaints. Issue ordinance violation citations and testify in trials
Manage/maintain violation files
Respond to questions from the public via the telephone and in person
Demonstrate a commitment to county safety and risk management efforts
Qualification
Required
Bachelor's degree or formal preparation equivalent to a 4-year program
Two to three years of relevant prior experience
Proven experience in ability to work with mathematical concepts
Proven experience with legal terminology as it relates to legal descriptions
Previous experience working with legal, regulatory and technical terminology
Valid Driver's License
Proof of minimum liability auto insurance coverage
Preferred
Private Onsite Wastewater Treatment Systems Inspectors License/ Certification (preferred or ability to obtain within 1 year of hire)
Certified Soil Evaluator License/ Soil Tester Certification (preferred or ability to obtain within 1 year of hire)
Soil Erosion Inspector Certification (preferred or ability to obtain within 1 year of hire)
Certification through the State of Wisconsin, Department of Commerce with continuing education (preferred or ability to obtain within 1 year of hire)
