Water Utility Infrastructure Planning Civil Engineer, Senior
NEOGOV is seeking a Senior Civil Engineer to join Seattle Public Utilities (SPU) in the Water Planning & Program Management Division. This role involves planning and overseeing water transmission system asset management and capital improvement programs to ensure reliable water services for Seattle's residents and businesses.

Responsibilities
Carry out water system planning and analysis to identify, prioritize, budget, and accomplish critical upgrade work in SPU's water transmission system
Serve as Water Transmission System Capital Program Manager: Direct and oversee water transmission system asset management and capital improvement programs
Act as Subject Matter Expert: Develop familiarity with the Seattle water transmission system, including the wholesale systems, and over time become a subject matter expert on SPU's water pipelines and transmission system assets and operations
Work with Water Seismic Resiliency Program Manager on implementing the recommendations of SPU's 2018 Water System Seismic Study including prioritizing and carrying out seismic resiliency projects for the water transmission system
Work collaboratively with internal partners to develop and implement asset management plans for water transmission system assets including pipelines and appurtenances, concrete reservoirs, meters and pump stations
Develop RFPs, lead consultant selection processes and negotiate and manage consultant contracts for planning, analysis/ assessments and development of capital project options
Coordinate contracts, designs, and new water transmission infrastructure construction with other agencies such as Sound Transit and WA State DOT
Participate / lead real property negotiations and real property rights enforcement involving transmission system assets
Prepare and make presentations to the Water Operating Board and other wholesale customers as requested
Qualification
Required
Requires five (5) years' professional civil engineering experience
Bachelor Degree in Civil Engineering or Civil Engineering Technology
Or a combination of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class
Registration as a Professional Engineer in the State of Washington
Current Washington State driver's license or evidence of equivalent mobility
Preferred
Experience in water and wastewater system planning, design, construction and utility asset management
Water system planning/ engineering experience specific to water transmission and distribution system pipelines, pump stations, reservoirs and related appurtenances
Good working knowledge of water system infrastructure and water system operations
Experience administering consultant contracts, including preparing scopes of work/budgets, reviewing study plans, technical reports, and submittals from consultants/contractors
The ability to write both clear and concise technical reports and business communications in a timely and efficient manner
Demonstrated ability to successfully work well in a team environment with colleagues from diverse backgrounds, delivering complex multiyear projects
