Pasadena City College is seeking an Assistant Superintendent, Vice President for Business and Administrative Services to serve as the District's Chief Business Officer and Chief Financial Officer. Responsibilities

Serves as the District's Chief Business Officer, providing executive leadership for administrative services and advising the Superintendent/President on strategic planning, fiscal policy, facilities, technology, safety, and operational priorities
Acts as the District's primary financial advisor and provides strategic financial leadership to the President and Cabinet by offering financial insight to support decision-making, planning, and growth initiatives. The position is responsible for ensuring sound fiscal stewardship, long-term financial stability, and compliance with applicable laws, regulations, and reporting requirements
Leads and evaluates the Administrative Services Division, ensuring effective management of finance, facilities, procurement, information technology, campus safety, and related operations in support of District goals
Directs development of the District's annual budget, long-range financial plans, revenue projections, and investment strategies to ensure fiscal stability, regulatory compliance, and alignment with institutional priorities
Provides executive oversight of facilities planning, construction projects, campus safety operations, and risk management to ensure safe, compliant, and well-maintained learning and working environments
Establishes and maintains internal controls, audit oversight, and fiscal monitoring systems to safeguard District assets and ensure transparency, accuracy, and accountability in all financial operations
Oversees compliance with applicable laws, regulations, contracts, and Board policies; reviews legislation and regulatory changes; and recommends policy updates to the Superintendent/President as needed
Directs procurement, bidding, vendor contracts, and consultant services to ensure ethical, cost-effective, and legally compliant acquisition of goods and services
Serves as a key member of the executive leadership team; supports Board processes, shared governance, and institutional planning; and provides data-driven recommendations on District-wide initiatives
Serves as a resource member of the District's labor negotiations team and participates in collective bargaining discussions by providing financial analysis and support as directed by the District's designated Chief Negotiation Officer
Builds and maintains partnerships with community organizations, professional associations, and the District Foundation to support fundraising, grants, and external resource development
Directly manages all aspects of the employee lifecycle including recruitment, transfers, suspensions, layoffs, recalls, promotions, terminations, task assignments, performance evaluations, rewards, disciplinary actions, and grievance resolution, ensuring adherence to District policies and legal requirements

Required

A Master's degree from an accredited college or university in business administration, accounting, finance, management, public administration, higher education leadership, or a related field
Five (5) years of leadership experience in business, fiscal, or administrative services, preferably at a community college

Doctorate degree in a related discipline
Certified Public Accounting (CPA) certification
