Responsibilities

The incumbent supervises the accounting staff which includes accountants - accounting technicians and agent cashier
Reviews the reports processed for accuracy and compliance with regulations
Reviews the reconciliations processed by the accounting section to ensure data provided is accurate and adheres to agency regulations and guidelines
The incumbent supervises the accountants which include the duties of reconciliations of subsidiary accounts - fixed assets - construction accounting - cost accounting - capitalization - a variety of financial reporting - processing obligations - processing deposits - research of policies and laws to determine appropriateness of purchases
The incumbent supervises the accounting technicians which includes auditing of public vouchers - collection of funds - cash disbursements - maintenance of subsidiary accounts receivable records and follow-up actions necessary to collect debts
The incumbent supervises the agent cashier which includes the duties of preparation of replenishments - accounting for the total amount of advanced funds and preparing accurate deposits
The incumbent also monitors the advance to insure it's appropriate as rules and regulations change
The incumbent works with the Decision Support System (DSS) staff to ensure consistency of costing
The incumbent is the expert in interpreting accurate costing for expenditures incurred by the Medical Center
The incumbent is responsible for establishing and maintaining a comprehensive accounting system which includes assets - liabilities - expense - income - budgetary and capital accounts for the Medical Center
They actively participates with the Deputy Chief Financial Officer in planning the nature and scope of the accounting program for each organizational element of the medical center - including a fund control system that permits management to obtain maximum benefits from budgeted funds and at the same time guard against violations of the Anti-deficiency Act
The incumbent is responsible for reviewing new policies - procedures - regulations and guidance provided by VA Central Office or the VISN Office and informing the Deputy Chief Financial Officer of changes that need to be implemented in order to be compliant
Incumbent utilizes the IFCAP database - Microsoft Word - Excel - Access and PowerPoint to develop reports - analysis - training materials - trending and tracking in support of the Financial Management Service
The incumbent is responsible for guiding and directing the employees under their supervision as well as others in the Financial Management Service as needed
Approves/Disapproves leave requests assuring the appropriate staffing levels for operations - establishes performance standards and evaluating performances of the employees
Processes recruitment requests - performs interviews and rating processes when vacancies arise
Advises - counsels and/or instructs individuals on both work and administrative matters
Insures employees receive training needed to perform the functions of their positions

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-11 position you must have served 52 weeks at the GS-9
The grade may have been in any occupation - but must have been held in the Federal service
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include - but are not limited to: areas of financial reporting systems - daily operations in accordance with accounting principles
Experience that provided knowledge of accounting theories - methods - experience analyzing accounting systems and experience with programs that affect the financial records
Applicants may substitute education for the required experience
To qualify based on education for this grade level you must have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree
Applicants may also combine education and experience to qualify at this level

Preferred

Experience gained in the area of governmental accounting
