Business Analyst (Remote)

Responsibilities
Facilitate onsite collaborative workshops and meetings with executive leadership and field office staff to perform deep-dive analysis of current workflows
Translate complex federal regulations and business needs into detailed functional/non-functional requirements and technical "User Stories"
Lead the creation of a Comprehensive Requirements and Design Document (CRDD), serving as the authoritative blueprint for the technological planning of the system
Work within the DevOps ecosystem to manage requirements, ensuring architectural components are linked to corresponding work items for deployment readiness
Assist in defining low-code/no-code options and AI-assisted tools to streamline interactive services while ensuring human-in-the-loop (HITL) oversight
Partner with Data Engineers to identify Critical Data Elements (CDEs) and define data quality rules for the assessment and cleansing of historical records
Produce professional-grade technical and user documentation, including system architecture diagrams and end-user guides
Collaborate with cross-functional teams to ensure requirements align with project objectives and federal compliance standards
Track and report on requirement metrics using Azure Boards and similar Agile project management tools
Qualification
Required
Bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field from an accredited college or university
Minimum of 5–7 years of professional experience in a business analyst or functional consultant role
At least 2–3 years of experience supporting federal government contracts
Minimum of 2 years of experience working with Azure DevOps or similar Agile project management tools to manage user stories and backlogs
Proven experience within the last 18 months in projects involving software development and Artificial Intelligence (AI)
Exceptional communication skills in English – both written and oral – and the ability to communicate effectively with both technical and non-technical IT stakeholders
Deep integration into the Microsoft Azure ecosystem and expert-level skill in using Azure Boards for requirement and metric tracking
Strong analytical skills with the ability to translate complex federal regulations into actionable technical requirements
Proficiency in creating comprehensive documentation including requirements specifications, user stories, and technical design documents
Experience facilitating stakeholder workshops and requirements gathering sessions
Strong understanding of Agile Development Methodology, especially Scrum
Ability to work collaboratively in a team environment with developers, data engineers, and project managers
Experience with AI-assisted tools and modern software development practices
Ability to obtain and maintain a Public Trust (Moderate Risk) background investigation
Ability to travel to various regional sites for discovery and validation sprints (e.g., Albuquerque, NM; Anchorage, AK; Anadarko, OK)
Preferred
Master's degree (e.g., MBA or MS in Business Analytics)
Certifications such as CBAP (Certified Business Analysis Professional) or Azure-specific technical certifications
Familiarity with federal principles for managing trust assets and related procedural regulations (e.g., 25 CFR Part 15 and 43 CFR Part 30)
Understanding of the 'Government Employee Experience' and Customer Experience (CX) to ensure the product is intuitive
Knowledge of Section 508 accessibility standards, FISMA, and NIST Risk Management Frameworks
Experience with low-code/no-code development platforms
Understanding of data quality management and data governance principles
Experience working in a federal government IT environment with complex regulatory requirements
