Community Development Officer (Management Analyst 4)

The State of Washington's Commission on Hispanic Affairs (CHA) is dedicated to enhancing public policies and services for the Hispanic community. The Community Development Officer will build relationships with stakeholders, conduct research, analyze data, and provide recommendations to inform policy and improve service delivery.

Responsibilities

Building and managing valuable relationships with external stakeholders (partners, sponsors, thought leaders, subject matter experts, and media representatives) through meetings and events that promote our projects and mission
Planning, creating, and conducting surveys, listening sessions, conferences, and workshops to understand the needs and gaps experienced by constituents and stakeholders
Performing complex data analysis and interpretation to identify regional trends in the needs and gaps of services experienced within the Latine community
Collaborating with the outreach team to identify statewide trends, needs, and gaps experienced within the Latine community
Gathering, analyzing, and synthesizing data to inform the agency director, leadership, and Commissioners in the creation of policy recommendations, agency procedures, strategic planning, and goal setting for future policy recommendations
Maintaining a central repository of commonly requested state programmatic information
Establishing an effective data collection and analysis system to measure customer feedback and engagement, track community resources and needs, optimize marketing efforts, and track regional constituent and stakeholder trends in the Latine community's service gaps

Required

Bachelor's degree in planning, public policy, public administration, business administration, communications, marketing, or a related field
College-level coursework in statistics
Four (4) years of professional experience in the following areas: Communications or program performance with government regulatory programs or agencies; Marketing, communications, public relations, research or performance management; Creating research methods, cost/benefit analysis, needs assessment methods and evaluation techniques; Survey techniques and tools focused on analysis of customer service programs
Participate and behave in a manner that creates trust and builds working relationships, promoting teamwork and collaboration in the work environment
Demonstrate the understanding that all people are valued; contribute to an equitable, inclusive, and respectful environment when working with members of the group, team, organization, or community
Commit to being an active participant in continually evaluating and improving strategies that promote equity and inclusion in our organization
Develop and organize research, analyze, and interpret complex data, prepare professional reports and write clearly and concisely
Exhibit strong writing and editing skills with the ability to quickly produce written materials that are clear, concise, inviting to read and effectively communicating the desired message
Manage multiple priorities and projects while adapting to changing business needs, conditions, and work responsibilities
Excel at making complex concepts accessible to others
Work collaboratively and effectively with others in a staff relationship
Learn and understand the language and concepts of our agency DEI culture and commit to being a part of creating and maintaining a diverse, equitable, respectful, and inclusive workplace
Demonstrate a commitment to personal growth, learning and self-awareness when provided training and opportunities to participate in improving our work environment

Preferred

Advanced degree in planning, public policy, public administration, business administration or a related field
Project management certification
Working knowledge of Washington state programmatic policies and regulations
Bilingual in Spanish, Mixteco, Trique, Mam, Q'anjob'al, or other Latin-American indigenous language
