Chief Technology Innovation Officer (Data Systems Administrator)
The State of Ohio is dedicated to supporting its citizens through various programs, and they are seeking a Chief Technology Innovation Officer to lead the Office of Information Services. This role involves defining strategic goals, driving innovation, and overseeing the development and implementation of technology solutions that align with the agency’s mission.

Responsibilities
Direct and manage the Innovative Solutions & Services Pillar, ensuring projects follow standard life cycle methodologies and meet prescribed timelines
Develop and execute long-range strategic and business plans, including evaluation of hardware, software, staffing, and resource needs
Oversee budget planning for the Innovative Solutions and Services (ISS) Pillar
Resolve complex technical and administrative challenges and provide guidance on critical IT issues
Establish and implement policies, procedures, and standards in alignment with OIS and agency strategic plans
Identify emerging technology capabilities and integrate them into process design and innovation strategies
Lead development of prototypes for new processes and drive best practices for innovation across the organization
Implement measurement systems to evaluate the impact of innovation and ensure accountability
Research and recommend new tools and technologies to enhance agency operations
Collaborate with Executive Leadership to define a technology innovation roadmap and secure buy-in for strategic initiatives
Represent the agency at conferences, statewide IT meetings, and external engagements
Train, coach, and develop staff to support agency goals and foster professional growth
Qualification
Required
Completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts
8 years experience commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting
2.5 years (30 months) experience supervisory or project management experience
9 months of experience or 3 courses in budgeting
