NEOGOV is seeking a Human Resources Analyst A, B, C, or Specialist to provide comprehensive HR services within the Department of Conservation & Energy. The role involves managing the employee life cycle including administration, training, payroll, and benefits while ensuring compliance with civil service rules and providing support to management and employees.

Responsibilities

Serves as the dedicated benefits and payroll subject matter expert for assigned personnel area(s) to support employees, timekeepers, and management
Performs all aspects of benefit administration, including entry into LaGov HCM and eEnrollment, for the following programs: LASERS, all OGB health insurance programs, Deferred Compensation, miscellaneous insurance vendors, flexible benefits plants, etc
Serves as the dedicated classification, compensation, and organizational management subject matter expert to support management and leadership within assigned personnel area(s)
Interprets Civil Service rules and regulations and DNR policies and procedures related to classification, compensation, and organizational management
Serves as the dedicated recruitment and onboarding subject matter expert to support management and leadership within assigned personnel area(s) in their recruitment and retention efforts, workforce planning, and onboarding
Serves as the Continuous Performance Management (CPM) coordinator for assigned personnel area(s) to provide guidance and support to managers for an effective CPM
Serves as the retirement liaison between LASERS and OGB
Assist HR Supervisor and/or Manager with preparation of items to be submitted to State Civil Service for approval by the State Civil Service Commission
Performs all other duties and special projects as assigned by the Human Resources Supervisor and/or Manager

Required

Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor's degree
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field
