Business Systems Analyst 2 Health - EMS and Trauma Data Systems Unit Manager (BEMS) (NYHELPS) - 52413
The New York State Department of Health is responsible for overseeing public health initiatives, and they are seeking a Business Systems Analyst 2 to manage the EMS and Trauma Data Support Unit. This role involves leading the design and improvement of statewide EMS and trauma data systems, ensuring they meet regulatory standards and support public health surveillance efforts.

Responsibilities
Serve as the lead business systems analyst and unit supervisor responsible for the design, operation, and continuous improvement of statewide EMS and trauma data systems
Oversee enterprise platforms that support patient-level data collection, clinical reporting, system performance monitoring, and public health surveillance, ensuring that system functionality supports regulatory oversight, operational reporting, and data quality standards across the EMS and trauma systems
Play a critical role in advancing the Department’s overdose surveillance and response capabilities
Ensure that system design and functionality support early warning alerts, situational awareness, and coordinated response efforts
Collaborate closely with the Analytics and Research Unit to support data-driven strategies addressing the opioid crisis and other emerging public health threats
Qualification
Required
Seven years of business analysis experience in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience
NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 or Section 70.1 of the Civil Service Law
Preferred
Certification in Business Analysis (e.g., CBAP – Certified Business Analysis Professional or PMI-PBA – PMI Professional in Business Analysis)
Certification in project management (e.g., PMP – Project Management Professional or Certified Scrum Master)
Certification or training in health informatics, data analytics, or public health data systems
ICS (Incident Command System) certifications (e.g., ICS 100, 200, 700, 800) or equivalent emergency services or public health preparedness training
Valid driver's license, as travel may be required
At least three years of progressively responsible experience in business systems analysis, preferably in a public health, emergency medical services, or healthcare regulatory environment
Experience managing or supporting health data systems, such as EMS patient registries, trauma registries, or electronic patient care reporting (ePCR) platforms
Experience with system design, implementation, and integration of licensing or credentialing portals and data analytics platforms
Experience supervising or mentoring staff, including performance evaluation and task oversight
Experience working with vendors, IT professionals, and end users to define requirements, manage workflows, and implement business process improvements
Experience developing user documentation, delivering training, and overseeing help desk or system support functions
Strong knowledge of business analysis methods, tools, and lifecycle documentation, including workflow modeling, requirements validation, and fit-gap analysis
Familiarity with EMS and trauma system operations, including licensing and certification workflows, data submission standards, and regulatory compliance
Understanding of data governance principles and experience with health data systems, including quality assurance, reporting, and system security
Excellent written and verbal communication skills, with the ability to convey technical concepts to non-technical stakeholders
Strong analytical and problem-solving skills, including the ability to evaluate system performance, troubleshoot issues, and recommend enhancements
Proven ability to manage multiple priorities, work in a team-oriented environment, and lead system-related projects from concept to completion
