Responsibilities
Provide highly technical and responsible staff assistance to the Infrastructure Asset Manager and other support staff in the completion of their duties and responsibilities
Serve as project engineer/manager for all phases of project development, design, construction and project closeout for public works projects (both City and private development)
Provide timely and effective customer service to both internal and external customers
Provide technical assistance and support to other divisional professionals and City departments
Responsible for the preparation of ordinances and resolutions
Ensure assigned projects adhere to budget, schedule, specifications, recognized engineering design standards and guidelines and City, state and federal laws, regulations, policies and standards
Anticipate schedule, budget, design or construction difficulties and take proactive actions to mitigate project impacts
Read and comprehend plats, engineering plans and specifications, analyze complex engineering problems, formulate feasible solutions, build consensus, and communicate recommendations and decisions both orally and in writing
Communicate and discuss review comments and recommended corrections to plans and specifications with consulting engineers and developers
Develop, write, prepare, review, update, coordinate, and maintain City design guidelines, standards, specifications, bid documents and standard details for drainage and flood control, roadways, alleys, sidewalks, trails, bicycle facilities, potable water systems, sanitary sewer systems and other municipal infrastructure
Research, develop, suggest and coordinate solutions to design and construction challenges involving interpretive, judgmental and evaluative skills
Recommend modifications to Division programs, policies, and procedures to improve efficiency and to further City goals
Represent the City at various professional organizations and committees; stay abreast of current standards, innovations, technologies and trends in the fields of civil engineering and construction and project management
Investigate, respond to and resolve difficult and sensitive citizen, employee, developer, contractor and consultant inquiries and complaints
Manage and organize responsibilities and work assignments in a way that promotes maximum productivity, effectiveness and efficiency
Manage funding for projects including the programming of fiscal year funding, appropriations, encumbrances, transfers and closing out project accounts per established City procedures
Manage and maintain spreadsheets, databases and other accounting records to track project funding sources, allocation of funding for various project cost codes and identifying project surpluses or shortfalls
Prepare and present project estimates and cost projections
Design and manage plan preparation for roadways, water distribution, sanitary sewer systems, drainage systems and other municipal infrastructure through professional consultants
Manage and coordinate of the review of engineering plans, specifications, and estimates for projects to ensure compliance with codes, regulations and design standards, ease of construction, value engineering, and long term durability and ease of maintenance
Communicate consolidated comments to design consultants and participate in design review conferences and recommended corrections
Ensures all review comments are adequately addressed
Coordinate design of assigned projects and activities with other City departments, divisions, and outside agencies
Review, coordinate and issue a variety of permits
Plan and conduct public meetings with citizens, engineers, developers, sponsors, governmental officials and office holders, contractors and other project stakeholders to explain and discuss project scope and design alternatives
Maintain effective working relationships with developers, design professionals, contractors and other project stakeholders involved in City project delivery by effectively communicating goals, objectives, or concerns; by interpreting data or information in explaining its purpose and significance; and by explaining reasons for using specific design principles and construction methods versus alternatives
Manage and coordinate acquisition of project right-of-way, easements and permissions from property owners, including negotiation and writing of sale contracts, directing the activities of the ROW agent, writing recommendations and official communications to the City Engineer and City Council
Obtains appraisals and when necessary, manages the condemnation process for the city
Identifying franchised utility conflicts for assigned projects and coordinate relocation of these conflicts
Plan and conduct project specific utility coordination meetings to facilitate communication and cooperation between the franchised utilities and other project stakeholders
Manage project bidding process including advertisement, planning and conducting Prebid meetings, preparation and issuance of addendum, opening of bids, evaluation of bids and recommendation of contract award
Plan and conduct pre-bid and preconstruction meetings to discuss and clarify principal construction features, and to inform contractors of requirements concerning construction scheduling, progress reporting, safety measures, wage and hour law observance, labor relations, payroll records, and quality control procedures
Manage and administer construction contracts
Recommend and negotiate contract modifications and change orders
Review, evaluate, respond to and expeditiously process contractor requests for information, plan clarification, shop drawings and material submittals, change orders, construction sequencing, quality control, safety programs, material testing results, geotechnical reports and schedule revisions for compliance with city standards and project specific plans and specifications
Evaluate, review and process pay estimates and invoices from contractors, consultants, franchised utilities, permitting agencies and other parties involved in project delivery
Prepare applications for grants and alternate funding sources
Oversee the construction of the City’s capital improvement projects, which are principally roadway, storm sewer, sanitary sewer and water distribution projects
Ensures the construction of the civil portion of new private development projects are completed in accordance with City ordinances and regulations
Manage project funding including making cost and time estimates for various project components, setting up budgets, appropriating, encumbering and disbursing funds for engineering contracts, right-of-way and easement acquisition, construction contracts, utility relocation, administration and inspection fees, etc
Prepare financial documents, memorandums and briefings for City Council and upper management for justification and approval of contracts, agreements, permits and contract change orders or amendments
Make complex decisions in interpreting plans and specifications concerning project contract changes
Using sound engineering judgment make recommendations and interpretations with limited instruction or guidance
Coordinate with design professionals to resolve problems with plans, specifications, constructability or changed field conditions
Collect, assemble and process necessary documents for project final acceptance and closeout
Organize and consolidate project documentation and files (both digital and paper) to produce completed well organized project documentation
Observes, investigates, and inspects construction at all stages to identify problems, and takes timely corrective action to ensure construction remains on schedule
Prepares project status reports to keep project stakeholders and City management informed of project budget, schedule, and other project issues of general and specific interest
Continuously maintains and inputs various types of information into project database, financial management software, and internet web page of City and private projects
Make engineering determinations of whether methods and materials employed meet requirements of contract specifications and will result in sound and safe structures
Qualification
Required
Bachelor of Science degree from an ABET accredited college or university with major coursework in Civil Engineering
A minimum of four (4) years previous experience required, six (6) years preferred, in Civil/Municipal Engineering and/or training that includes engineering drafting and design; project management of private and/or public works projects; or an equivalent combination of education, training and experience
Possession of an active license as a Professional Engineer, with specialization in the field of civil engineering, issued by the Texas Board of Professional Engineers; or possession of license issued by another state, with the condition that the successful applicant obtain an active license as a Professional Engineer, issued by the Texas Board of Professional Engineers within six months of employment as a condition of continued employment
Possession of a valid driver's license
Preferred
