Senior Engineer Plans Review – Right-of-Way Services
City and County of Denver is seeking a Senior Engineer in the Right-of-Way Services Division to enhance the quality of life in Denver through effective public infrastructure and services. This role involves performing regulatory and technical engineering reviews for complex projects, focusing on affordable housing impacts on public rights of way and sewer systems.

Responsibilities
Perform professional regulatory and technical engineering review for a variety of large and complex projects and assignments from inception to completion, including reviewing construction plans and designs for conformance and compliance, providing technical engineering guidance, coordinating project phases, and recommending solutions to complex engineering issues and problems
Apply City and DOTI rules, standards, and policies in the review of engineering plans, specifications, and technical reports. Perform calculations to check applications and drawings for code and/or standards compliance. Provide technical expertise to DOTI and other departments and divisions
Participate in private development design coordination meetings to guide the Site Engineering development process, ensure timely approval and completion of projects, and resolve any complex engineering issues
Engage in interagency communication and coordination to ensure alignment across departments, facilitate effective communication, and maintain positive working relationships with internal and external stakeholders
Work with customers, stakeholders both internal and external to the city, including design consultants and contractors, utility companies, other city agencies and departments, and the public to communicate regulatory and code requirements and interpretations, resolve plan review comments, provide process and technical guidance, and minimize field conflicts
Participate in negotiations for special considerations on unique projects
Monitor the ROWS review process and keep interested parties advised as to the various stages of review while providing strong customer service and attention to detail with follow up
Demonstrate flexibility in decision making to address a variety of case-by-case scenarios
Lead and support fellow and less experienced team staff towards department and division goals
Perform other related duties as assigned
Qualification
Required
Bachelor's Degree in Engineering
Three (3) years of professional engineering work experience after obtaining a Professional Engineering (PE) license
Requires a valid Driver's License at the time of application
Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application
Licenses and certifications must be kept current as a condition of employment
Preferred
Understanding of general principles and practices of Transportation, Wastewater, and Utility engineering and construction with educational and/or work experience in design, review and/or inspection of transportation/roadway and/or utility plans
Municipal engineering experience in managing stakeholders and sensitive public engagement activities with flexibility and ease in interactions with stakeholders
Experience in multi-modal transportation, roadway design, wastewater (storm sewer, sanitary sewer, detention, water quality, erosion control, and/ or floodplain) design, with knowledge of associated standard details and specifications including preparation of reports
Strong organizational skills, including the ability to set priorities, manage resources, and deliver timely outcomes
Excellent communication skills, both written and verbal, with the ability to convey complex concepts to varied audiences
Excellent customer service skills, thrives by working with people and provides solutions-based information for clients
Experience engaging diverse stakeholders—including city agencies, experienced planning and engineering colleagues, and the public
Proficiencies with a wide array of technologies such as Office 365 (Teams, Outlook, Word, Excel, SharePoint), Adobe Suite, Bluebeam Revu, engineering software (AutoCAD, OpenRoads, ArcGIS, StormCAD, FlowMaster, SWMM, HEC-RAS, etc.), and Accela Civic Solutions (or equivalent permit software)
