CRIMINAL JUSTICE POLICY PLANNER 4
NEOGOV is seeking a highly experienced Federal Programs Director to drive the statewide planning and administration of Louisiana’s most critical justice programs. This executive-level position is responsible for managing a diverse portfolio of federal grants, ensuring compliance with federal legislation and state laws.

Responsibilities
Provides direct leadership and supervision to four professional Policy Planners and functional oversight of eight regional district offices to ensure efficient statewide operation of criminal justice programs
Perform administrative-level oversight, planning, policy direction, development, and decision-making for major federal Department of Justice formula grant programs, including VOCA, STOP, and Juvenile Justice initiatives
Exercises sole administrative responsibility for high-priority federal programs (Title II) and private foundation initiatives (Annie E. Casey JDAI), ensuring full compliance with complex federal legislation, state laws, and national regulations
Oversees comprehensive monitoring visits of statewide jails and correctional facilities to ensure adherence to the Juvenile Justice and Delinquency Prevention Act and the Louisiana Children’s Code, while certifying data accuracy for federal reporting
Directs staff support and provides expert recommendations to the LCLE Supervisory Board and various Advisory Boards regarding the strategic allocation and expenditure of federal funds
Represents the agency at federal and state forums, monitors legislation during the Louisiana Legislative Session to determine impact on federal funding, and collaborates with elected officials to coordinate services and amend legislation
Qualification
Required
Three years of the required experience for the following minimum qualifications must have been in criminal justice policy analysis, law enforcement, contracts or grants management, or statistical analysis
Seven years of experience in criminal justice, policy planning or analysis, law enforcement, legal research, contracts or grants management, statistical analysis, or program auditing
Six years of full-time work experience in any field plus four years of experience in criminal justice, policy planning or analysis, law enforcement, legal research, contracts or grants management, statistical analysis, or program auditing
A bachelor's degree plus four years of experience in criminal justice, policy planning or analysis, law enforcement, legal research, contracts or grants management, statistical analysis, or program auditing
An advanced degree plus three years of experience in criminal justice, policy planning or analysis, law enforcement, legal research, contracts or grants management, statistical analysis, or program auditing
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field
