Responsibilities

Provides direction and leadership in setting the strategic vision, direction, and priorities for technology in the Virginia Community College System (VCCS) enterprise
Assists with planning of the VCCS technology infrastructure and ensuring compliance with the Commonwealth’s planning requirements
Align technology vision with business strategy by integrating business processes with the appropriate technologies
Responsible for local day-to-day technology operations, related technology infrastructure, information services, and security
Maintains existing college systems while providing direction in all technology-related issues, supporting information operations, and the VPCC mission
Expected to exemplify the principles detailed in the College’s Culture of Care framework, actively contributing to a supportive and thriving environment for our students, staff, and broader community
May be required to perform other duties as assigned
May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor

Required

Four-year degree in Information Systems, Computer Science, or related field, or a four-year degree with a minor in information systems or computer science or equivalent work experience
Master's or PhD. degree
8+ years of IT and business/industry work experience
5+ years of leadership/management/supervisory experience in managing multiple, small to medium, cross-functional teams or projects and influencing senior-level management and key stakeholders
Proven track record motivating highly skilled technical staff to work together as a team and accomplish complicated tasks
An understanding of and management capability related to the effective planning, development, and implementation of a highly technical and complex information technology infrastructure
5+ years experience managing and/or directing technological operations
5+ years experience working in the higher education industry
Experience in strategic technology planning, execution, and policy development
Excellent knowledge of technology environments, including telecommunications, networks, programming, media, and desktops
Solid understanding of industry-standard security laws/governance, practices, procedures, and tools
Solid understanding of computer systems characteristics, features, and integration capabilities
Extensive knowledge of data processing, hardware platforms, enterprise software applications, and outsourced systems, including but not limited to Oracle-PeopleSoft ERPs
Technical experience with systems networking, databases, web development, and user support
Exposure to business theory, business processes, management, budgeting, and business office operations
Excellent understanding of project management principles
Proven experience in planning, organization, and development
Superior understanding of the organization's goals and objectives
Demonstrated ability to apply technology solutions to business problems
In-depth knowledge of applicable laws and regulations related to technology issues
Proven leadership ability
Ability to set and manage priorities judiciously
Excellent written and oral communication skills
Excellent interpersonal skills
Strong tactical skills
Ability to articulate ideas to both technical and non-technical addressees

Preferred

Experience with Higher Education ERP (especially Oracle-PeopleSoft)
Master's or PhD. Degree in a related field
