Community Development Specialist
Clearwater Economic Development Association is a non-profit corporation based in Lewiston, ID that promotes and assists economic and community development. The Community Development Specialist will provide project development services, develop and administer community projects, and build relationships with various stakeholders to enhance regional development efforts.

Responsibilities
Project Development : Work with clients to conceptualize a project, develop goals and funding resources, and coordinate activities for successful project implementation. Areas include public infrastructure, community facilities, studies, economic development and related opportunities
Grant Writing : Develop and submit funding applications, primarily Idaho Community Development Block Grants, and other funding programs
Grant Administration : Successfully perform activities related to grant compliance for local government awardees. Coordinate with grantors to clarify program regulations and ensure program compliance. Review and monitor budgets, labor compliance, payment requests, and fiscal reports on assigned projects and prepare relevant reports
Relationship Building/Outreach : Develop and sustain relationships with funding agencies, local government officials, engineers/architects, community groups, and others to identify project needs and opportunities, develop solution options, organize and manage planning groups, and identify and solicit the help of experts needed for project development and implementation
Project Support : Assist other relevant CEDA local and regional planning projects
Event Support: Assist in planning and execution of CEDA events
Qualification
Required
Bachelor's degree and/or transferable experience to meet the responsibilities and competencies for the position
Strong and effective verbal and written communication
Project management capabilities
Demonstrated ability to manage multiple projects and meet firm deadlines
Working knowledge of Microsoft Office (Excel, Word, PowerPoint, Outlook)
Proven experience to work cooperatively as a team member
Current knowledge or ability to quickly assess funding/grant resources
Capacity to work with and interpret data, manipulate data, and manage files
Ability to travel and attend day and some evening meetings
Obtain Idaho Community Development Block Grant administrator certification (training provided)
A valid driver's license and personal vehicle are required to meet job-related transportation needs
Preferred
Demonstrated experience in project development and grant or proposal writing
Familiarity with the north central Idaho region
