The Texas Historical Commission is seeking a General Ledger Accountant to perform highly complex accounting work in their Financial and Accounting Division. The role involves preparing financial statements, conducting quality control of accounting transactions, and maintaining agency appropriations while working under limited supervision.

Responsibilities

Reviews agency accounting transactions including payable vouchers, travel vouchers, revenue deposits and federal draws
Reviews accounting batches for posting and monitor batch processing for errors
Prepares and enters appropriation entries in the Uniform Statewide Accounting System (USAS) and external accounting systems, such as the Comptroller's Centralized Accounting and Payroll/Personnel System (CAPPS)
Reconciles appropriations with internal agency budgets
Transfers unexpended cash balances forward from year-to-year, as allowed
Prepares monthly reconciliations of activity and balances in internal and external financial systems, including clearing accounts, suspense accounts, travel advance accounts, and other subsidiary ledgers
Maintains and administers general ledger configuration elements including SpeedCharts, program cost accounts (PCAs), fund trees, department trees, and crosswalk tables in CAPPS and USAS
Ensures chartfield accuracy and alignment with statewide accounting requirements and agency operational needs
Identifies, researches, and resolves discrepancies to maintain general ledger integrity
Performs general ledger accounting for agency-specific programs and funds including retail revenue operations, historical marker programs, restricted and trust funds, and interest-earning accounts
Processes internal transfers and adjustments related to specialized funds and programs
Assists with preparation and review of the Annual Financial Report and the Annual Report of Other Required Information
Assists in other areas of the Accounting Division as needed
Monitors appropriations to ensure funding is available for approved transactions
Serves as backup for USAS DAFR reports, as needed
Processes USAS appropriation budget documents to ensure payments process
Reconciles Debt and Portfolio Management's Cash and enter corrections as needed in the CAPPS and USAS
Reviews, approves, and posts deposit batches in CAPPS and/or USAS, and interface CAPPS data to USAS daily
Reviews, approves, and posts Budget Encumbrances in CAPPS
Develops and maintains desk aids, procedures, and documentation related to general ledger processes to ensure continuity of operations and cross-training

Required

Graduation from an accredited four-year college or university (one year of work experience related to the essential duties may substitute for one year of college)
Minimum four years' work experience in reconciliation, appropriations and budget
Ability to maintain the security or integrity of the critical infrastructure
Valid Texas driver's license, acceptable driving record, and ability to drive a state vehicle
May travel up to 10% of the work period

Preferred

Graduation from an accredited four-year college or university with a degree in accounting, business, or closely related field
Work experience using Centralized Accounting and Payroll/Personnel System (CAPPS), Uniform Statewide Accounting System (USAS), or other accounting software
