Responsibilities

Supervises the work of subordinate employees involved in management analysis, budget formulation and execution and analysis, and manpower management
Administers the District's overall budgetary management system and oversees the formulation and execution of the annual command operating budget
Develops guidance, directs and manages preparation of annual Command Operating Budget, which impacts all District Military and Civil Works planning, construction, operation and maintenance and reimbursable funding
Maintains fiscal control of civil, military, reimbursable, and direct funds
Evaluates the effect of cost and program changes on the budget execution process
Directs attention to actual or potential funding problems and recommends policy for solving them
Provides budgetary and technical leadership for the development of cost estimates associated with long-range multi-year projects
Establishes financial management procedures for continual review and surveillance of fund subdivisions and limitations to preclude occurrences of over-obligation of funds
Navigates complex budgetary environments, including periods of constrained budget authority due to Continuing Resolution Authority (CRA), requiring the development of innovative solutions to maintain district operations
Plans, organizes, promotes and directs the District's overall manpower management program in accordance with Department of the Army and Corps of Engineer policies
Manages and coordinates all command manpower models in the District
Plans, organizes, promotes and directs the District's overall management analysis program
Analyzes organizational structure and recommends appropriate courses of action
Plans, organizes, and conducts a variety of management studies
Holds responsibility for planning, justifying, coordinating, presenting, executing and reviewing management and manpower programs administered at the District, including organization review and planning; manpower management; organization mission and functions; management improvement; and, the Risk Management Internal Control Program

Required

Must be a citizen of the United States
Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment

Must obtain FMC02-Financial Management Certification Level II within two (2) years of entry on duty
This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time
