Responsibilities

Serves as Senior Contract Specialist and Lead Negotiator for highly specialized long-term complex requirements that affect a wide range of procurement activities or contractor operations for DLA Weapons Support - Aberdeen Detachment
Serves as a Contracting Officer, Technical Contract Expert, and Authority for applicable contractual matters related to new and/or mature weapon system requirements with complex and unique needs such as logistics support problems
Analyzes alternatives for program procurement requirements and develops procurement strategy tailored to provide the most effective support of current needs and anticipated long range program requirements
Coordinates with appropriate stakeholders, including service representatives to identify alternative sources of supply, responds to customer requests, and provides advice regarding changes to contracts as needed
Establishes various Long-Term Contracts, multiple award and sole source Indefinite Delivery Indefinite Quantity (IDIQ), Prime-Vendor, Direct Vendor Delivery (DVD), or Performance Based Logistics (PBL) Contracts
Reviews and analyzes certified cost/pricing data and performs cost analysis based on the review of certified cost/pricing data or other than current cost and pricing data for Commercial and non-Commercial items
Develops commerciality determinations, pricing, and negotiation business clearance documents
Coaches/Mentors junior specialists to assist in their development

Defense Acquisition Workforce position. Must complete DoD certification and other requirements

Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of 'A' above
Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector
Using a wide range of contracting methods and contract types to plan and carry out pre-award and/or post-award procurement actions
Analyzing difficult contracting issues and identifying any alternative courses of action
Developing new sources of supply and assesses the impact on the market of large Government contracts
Identifying sources through market research, analyzing cost and pricing data, contract proposals, and evaluating the offerors for responsibility
Performing cost and/or price analysis, including reviewing cost breakdowns to determine reasonableness
Analyzing and understanding DCMA/DCAA audit reports and certified cost and pricing data requirements
Awarding/Administering contracts that are fixed-price (i.e. firm fixed price, economic price adjustment, redetermination provisions, etc.), cost reimbursement, or incentives
Negotiating complex contacts that include diversified supplies and/or services for Commercial and non-Commercial items
Performing actions necessary to support hybrid contracts that incorporate the procurement of spares, repairs, and services for use by multiple ordering activities
