Assistant Deputy Director, Operations
The California State Lottery is a multi-billion-dollar enterprise dedicated to providing supplemental funding to California schools. They are seeking an Assistant Deputy Director, Operations to manage statewide facilities and fleet programs, advise leadership, and drive operational excellence within the organization.
Responsibilities
Drive operational excellence at the highest level—manage statewide facilities and fleet programs, advise leadership, and deliver innovative building solutions as Assistant Deputy Director of Operations for the California State Lottery!
Under the administrative direction of the Deputy Director, Operations, the Assistant Deputy Director (ADD), Operations provides executive level oversight for the Lottery’s facility and fleet programs statewide
The ADD is responsible for directing the Facilities & Fleet Management Branch and the Facilities Development Unit within the Operations Division and serves as the principal policy advisor and consultant to the directorate on a variety of facilities, engineering, and maintenance matters, including the development of new buildings
The incumbent develops, implements, and evaluates policies and procedures to ensure departmental compliance with the legal requirements of the State
This position requires a high level of technical expertise in construction, engineering, and design fields in order to effectively manage Lottery’s facility portfolio

This position is headquartered at the Sacramento Headquarters location and is eligible for a hybrid telework schedule
Employees must be able to report to their assigned headquarters office as assigned
Travel expense to and from the assigned headquarters are the responsibility of the employee
Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: 'telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.'

A Statement of Qualifications (SOQ) is REQUIRED AS PART OF THE EXAMINATION PROCESS and must be submitted to be considered for this position
Candidates who fail to submit an SOQ will be eliminated from the examination process
Preferred
Certified Construction Manager (CCM) or Design-Build Professional (DBIA) or Project Management Professional (PMP) certification a plus
Experience creating and executing a strategic plan within the construction, facilities, and/or building engineering and maintenance fields
Experience managing large-scale construction, maintenance, and engineering projects, including oversight of contractor performance and project delivery
Experience advising executive level management on facilities and maintenance-related matters
Knowledge of facilities portfolio management, including site identification and acquisition, leasing, and cost-benefit analysis to support long-term organizational goals
Knowledge of the rules and guidelines required in the management of a government entity involved in construction projects
Demonstrated ability to lead and mentor subordinate managers and multidisciplinary teams, fostering professional development and ensuring high performance across program areas
Demonstrated ability to drive organizational change and foster an inspiring and inclusive workplace culture
Ability to communicate effectively orally and in writing with all levels of management, employees, and external stakeholders
