The International City/County Management Association (ICMA) Veterans is seeking an experienced City Assessor for the City of Biddeford, a vibrant coastal community in Maine. The role involves leading the municipal assessment function, ensuring fair and equitable property valuations, and supervising assessment office staff.

Government Administration

Responsibilities

Inspect, review, and appraise residential, commercial, industrial, and personal property in accordance with Maine law and accepted appraisal standards, utilizing cost, income, and market approaches
Conduct complex income-based, market-based, and cost-based valuations, including analysis of depreciation, functional obsolescence, and economic obsolescence
Perform accounting, auditing, and financial analysis related to property valuation and assessment equity
Oversee the preparation, maintenance, and certification of the annual tax commitment and tax roll
Coordinate abatements, assessment reviews, and appeals, and represent the City at hearings before the Board of Assessment Review, City Council, and the State of Maine
Respond to inquiries from property owners and the public regarding assessments, exemptions, and appeal processes
Supervise and support assessment office staff, including training, work assignment, and performance evaluation
Utilize and maintain assessment systems including CAMA/Vision, GIS/ArcGIS, NearMap, and Munis
Prepare reports, statistical analyses, trend data, and valuation projections for City leadership
Participate in municipal revaluation projects and ensure compliance with state requirements
Maintain current knowledge of Maine property tax law and evolving assessment practices

Required

Bachelor's degree in economics, business administration, finance, public administration, or a closely related field
Substantial experience in municipal property assessment, including supervisory experience
Certified Maine Assessor (CMA), as required by State law
Thorough knowledge of real and personal property appraisal principles and Maine property tax law
Strong analytical, accounting, and financial review skills
Ability to interpret legal descriptions, deeds, appraisal manuals, and financial statements
Excellent written and verbal communication skills, including public-facing interactions
Proven ability to supervise staff and manage competing priorities
Proficiency with Microsoft Word, Excel, and assessment-related software systems
