Application Dev Analyst
NEOGOV is a company under Travis County seeking an Application Dev Analyst. This role involves duties in every step of the application development process, including designing, coding, testing, and supporting internally developed application software while assisting in gathering organizational requirements.

Responsibilities
Designs, codes, tests, implements and maintains complex internally developed applications
Conducts application coding, testing and implementation for complex application
Works with customers and senior team members in the collection and documentation of requirements
Makes recommendations on whether to develop new code, reuse existing code, or purchase new software packages
Conducts application code review
Collects and reviews performance monitoring information
Conducts product evaluation
Performs other job-related duties as assigned
Qualification
Required
Bachelor's degree in Computer Science, Information Systems, Business Administration or a directly related field AND one (1) year of relevant work experience
Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job
Valid Texas Driver's License
Knowledge of policies, practices, procedures and terminology of assigned function
Knowledge of Federal, State, Local and County applicable laws, rules, regulations and guidelines
Knowledge of information technology hardware, software and peripherals as related to assigned function
Knowledge of software engineering and the software development lifecycle
Knowledge of systems design, development and source control
Knowledge of quality assurance, performance monitoring, and integration methodologies
Knowledge of computer equipment to include word processing, spreadsheets, databases and a variety of software packages
Skill in understanding technical problems and developing software solutions to meet business needs
Skill in problem-solving and decision-making
Skill in training users on computer applications
Skill in both verbal and written communication, including presentations and communicating technical issues in non-technical language
Ability to design and maintain simple code, modules or applications
Ability to work independently and efficiently and as part of a team
Ability to manage time well, perform multiple tasks and organize diverse activities
Ability to translate policies and objectives into ideas and applications web-based information products
Ability to research, compile, analyze, interpret and prepare a variety of memorandums or reports
Ability to establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the general public
Preferred
Good grasp of computer science fundamentals including data structures/algorithms, databases, computer networks and computer architecture
Experience with C# or any modern object-oriented programming language like Java, C++ or Python
Skills in SQL development and relational databases, database design and query/performance
Experience with one or more modern web backend frameworks like ASP.NET Core, Spring Boot/MVC, Django, Ruby on Rails
Experience directly with ASP.NET Core and ASP.NET 4.x
Ability to build JSON/XML RESTful APIs and manage code with Git
Previous experience or familiarity with an enterprise service bus or integration engines
Familiarity with cloud PaaS providers like Azure or AWS
Front end developer skills with JavaScript/Typescript, CSS, Angular or other modern front-end framework (React/Vue)
Experience working with an agile/scrum environment
Familiarity with SSRS or any reporting engine or writing tests such as unit tests, integration test, automated UI tests

Longevity pay is paid for each year completed after three years of continuous service.
A limited number of assigned parking spaces are available to employees in the Courthouse Complex.
Regular, full-time employees are eligible for up to three paid personal holidays each calendar year.
Travis County is a member of the Texas County & District Retirement System with mandatory participation by certain classes of employees.
Regular employees earn sick leave at a rate of eight hours per month with unlimited accrual during employment.
Each Full-time Paid Parental Leave Eligible (PPL) Employee is entitled to a total of 320 hours of Paid Parental Leave in a 12 month period.
Certain classes of full-time employees may receive reimbursement for fees associated with pre-approved, job related course work completed satisfactorily.
Based on years of county service, regular, full-time employees earn vacation time at the following rates: 0 to 5 years - 4.0 hours per pay period; 6 to 10 years - 4.5 hours per pay period; 11 to 15 years - 5.0 hours per pay period; 16 to 20 years - 5.5 hours per pay period; 21 plus years - 6.0 hours per pay period.
The county provides all employees workers' compensation coverage with benefits in accordance with state statute, if the employee sustains an injury out of, or in the course of work.
