ENGINEER PLANNING ANALYST 2
Newport News Shipbuilding, a division of HII, is the largest industrial employer in Virginia and specializes in building U.S. Navy nuclear aircraft carriers and submarines. The Engineer Planning Analyst 2 will prepare and coordinate plans and schedules for programs, manage labor reporting and budgets, and interface with team members to ensure project success.

Responsibilities
Prepares and coordinates the plans and schedules for new or existing programs
Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements
Supports and participates in negotiations with customer
Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources
Resolves proposal preparation problems and assesses the progress against established plans and parameters
Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements
Responsible for managing labor reporting of a team of approximately 60 individuals and understanding the related scope of work
Manage the multi-million dollar material budget associated with the team, including tracking and initiating configuration management data sheets to document spending, creating statements of work for Purchase requisitions as well as managing the operational budget for the laboratory
Management of the groups spending will require the creation of reports that present the performance and health of the budget
Responsible for interfacing with the majority of the team members to understand the scope of work within the group and the program office
Qualification
Required
Bachelor's Degree and 3 years of relevant exempt experience; Master's Degree and 1 years of relevant professional experience
One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications: NNS Apprentice School graduate
Navy Nuclear Power School (NNPS) graduate
Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
Military Paygrade E-5 or above military experience
High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
Preferred
Experience with creating and presenting reports related to material budget and labor hour spending (spending reports, analyzing trends)
Experience with SAP and the creation of Purchase Requisitions
Proficient in the use of the MS Office Tool Suite (specifically Excel and PowerPoint)
Strong communication and interpersonal skills
