Data Manager IV

Responsibilities

Serve as an analyst and, independently or as part of a team, plans, manages, and/or evaluates large public health program(s), projects, and/or study activities
Conduct short and long term planning, program development, policy and program analysis, and program evaluations
Support the establishment of program standards, policies, strategies, goals, and evaluation plans in conjunction with senior staff
Collect and interpret data and information from a variety of sources and prepares recommendations accordingly
Research various sources and references and respond to inquiries and write issue and background papers, a variety of reports, program policies, proposals, and other substantive program documentation
Prepare and make presentations
Provide consultation support to the CDC with meeting planning including the development of meeting agendas, preparation of policies and recommendations, development of meeting contracts, assist meeting logistics and coordination with meeting contractors, and publication of meeting notices
Serve as liaison, committee member, or similar point of contact with internal and external representatives
Provide consultation support to the CDC for the management of complex public health grants, cooperative agreements, and contracts
Provide consultation support to the CDC with formulating and executing the annual budget for assigned and preparing annual budget report. Inform decisions on allocations of funds and changes expenditures. Monitor expenditures, including maintenance of appropriate records, all correspondence, publications, periodicals, directives, guidelines, and budget files and preparation of all fiscal reports
Provide consultation support to the CDC for property management
Support the establishment of Inter-Agency Agreements (IAAs) with CDC and partnering federal agencies
Serve as IAA liaison to assist CDC with completing IAA packages that include but are not limited to IAA forms General Terms and Conditions 7600A, Order Requirements 7600B, statements of work and determination findings
Performs Project Analyst user role in CDC’s Interagency Agreement Navigator (IAN). This role includes drafting, uploading, amending, and modifying IAAs through the automated system
Participate in IAA meetings (internal and external) to provide consultation support for IAA standard operating procedures
Update IAA standard operating procedures to incorporate the federal G-invoicing process
Create and submit PRs in the ICE system for new contracts and modifications
Assist with validating Unliquidated Obligations (UDOs) within the division

Required

Advanced knowledge of public health program planning, evaluation, and policy analysis
Records management and document control experience in accordance with federal policies
Ability to prepare reports, spreadsheets, and correspondence for internal and external audiences
Strong organizational skills with attention to detail and deadline management
Effective written and verbal communication skills for coordination across teams and agencies
Eight (8) or more years of progressively responsible experience supporting public health programs or federal initiatives
Demonstrated experience planning, managing, and evaluating large-scale public health programs, projects, or studies

Bachelors degree in a related field
