Portfolio Manager - SAD

Responsibilities
Manage the portfolio of Bank assets that may consists of loans or OREOs or both, etc. assigned to the group/team
Carryout the full spectrum of responsibilities and duties that of a Special Assets Officer on assets directly assigned
Provide backup support, as needed, in the handling and management of assets assigned to direct reports
Supervise and train direct reports consisting of Team Leaders, Special Assets Officers, and Credit Analysts
Train and supervise SAOs and Credit Analysts with their assigned portfolio in their day-to-day activities
Conduct and/or participate in meetings with obligors and other 3rd parties on assets directly assigned or assigned to direct reports
Perform legal analysis
Identify situations that require outside professionals – i.e., attorneys, appraisers, real estate brokers, etc. and confer with the department manager on retaining outside assistance as appropriate
Perform various analysis – i.e., financial, litigation, liquidation, foreclosure, costs vs benefits, carrying costs, selling costs, OREO Valuation, FAS114 impairment, etc
Prepare Credit Memorandums and internal memos are necessary
Review and approve Credit Memorandums, internal memorandums, and reports prepared by direct reports
Attend and present Credit Memorandums for approval to management
Conduct periodic department training pertaining to certain aspects within the scope of Special Assets and attend internal/external trainings and conferences
Review and accept loan transfers, conduct initial loan file reviews and assessments, and assign to SAOs within team
Review and approve timecard prior to approval by department manager
Report to Manager on status and progress of assets and recommend strategies/actions plans and adjust as needed
Create matters, review, and approve Bank’s outside legal invoices through Legal Tracker
Timely respond to Auditors and Examiners in their audit of assets managed
Observe department procedures and processes, including management of loan files and documents, whether physical or electronic
Attend bankruptcy and civil court hearings, be a reliable deponent, testify as a witness, testify as a Person Most Knowledgeable
Atten mediations and arbitrations
Negotiate on loan workout terms directly with the obligors
Negotiate on asset sales with brokers and buyers
Participate in settlements negotiations in mediations and arbitrations
Review 3rd party reports and work products – i.e., appraisal (both real and personal property), environmental, remediation cost estimates and plans, monthly property management reports, monthly receiver’s reports, legal invoices, invoices associated with the management of assets, etc
Review legal documents – i.e., bankruptcy notices, statements, and schedules, Summons and Complaint and other legal pleadings, case docket, court orders, subpoenas, and other discovery requests, listing agreements, Purchase and Sale Agreement (real estate or note), etc
Prepare periodic Status Reports and attend periodic Status Meetings
Give guidance to lending units on an as needed basis in respect to problem loans being serviced by the lending unit and potential loan transfers to SAD
Review credit memos, internal memos, and various reports prepared by direct reports
Review the loans in accordance with bank’s credit policies, product guidelines, and banking regulations
Maintain constant communications to discuss assigned portfolio on potential credit risks and mitigation options, need for loan grade changes, exit plans, asset sale strategies, etc., with department manager and credit administration on a regular basis
Supervise and provide training and mentoring to direct reports
Investigate and follow-up on significant changes in status of existing obligors and assets
Recommend suitable streamlining and cost reduction and/or income generation approaches
Ensure implementation and compliance to meet lending and other applicable banking requirements
Comply with the Bank’s security program, including but not limited to:
Review and comply with the End-User Computing Agreement
Acquire good knowledge on functions and usage of computer systems as related to the assigned job functions
Be current and knowledgeable in industry’s trend in safeguarding the Bank against confidential data leak, identity theft, fraudulent activities, and computer security threats
Reports suspicious activities to manager, Chief Risk Officer, or Information Security Officer
Ad-hoc projects/assignments
Qualification
Required
Bachelor's Degree, preferably in accounting/finance or Equivalent experience in related fields
Minimum 7 years of experience in banking and 3 years in a management level position
Ability to analyze and organize financial information and perform complex financial calculations
Detailed knowledge of banking regulations and laws; compliance documentation, and reporting requirements
Excellent written and oral communication skills; ability to communicate effectively and project a professional image when giving and taking information in writing, in person, and over the phone
Ability to respond effectively to the most sensitive inquiries or customer complaints
Ability to make effective and persuasive speeches and presentations on controversial or complex topics to employees, management, or loan committee
Excellent analytical skills including the ability to define problems, collect data, establish facts, and draw conclusions
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
Ability to demonstrate a high level of ethical behavior and follow the Code of Conduct
Organizational ability with strong supervisory and management skills
Ability to remain flexible to adapt to changes in the work environment
Ability to study and apply new information
Ability to take initiative and prioritize tasks; good time-management, problem prevention, and problem-solving skills
Ability to work accurately with close attention to detail
Ability to maintain confidentiality of sensitive information
Ability to work with co-workers, customers, and outside agencies professionally and tactfully

Supervise and monitor staff for successful operations and proper customer service
All managers and supervisors are responsible to comply with and enforce the End-user Computing Agreement
They are also responsible for establishing controls that incorporate: Segregation of duties and appropriate supervision, Transaction reconciliation, Review and clearing of exception items and conditions, Review of regularly occurring functions and reports, Reporting of discrepancies or differences in operating functions or generated reports, Protection and security of equipment, software, and confidential data, Maintaining adequate environmental controls, Monitoring and maintaining control over the use of laptop computers
They are also responsible for: Adequate staff training on the appropriate use of systems, handling of diskettes and media, security policies and protection of confidential information, Periodic review of adherence to established security controls, Reporting security deficiencies to the Information Security Officer, Protection of confidential information and records, Ensuring that all critical data is saved on the default server drives assigned to each user for automated backup
