MAINTENANCE AND OPERATIONS MANAGER

Responsibilities
Assists the Director of Public Works in planning, organizing, coordinating and managing the staff and activities of the that include, but are not limited to: Planning; Streets; Right of Way; Graffiti; Signs and Markings; Barricades; Traffic Signals and Intelligent Transportation Systems; Traffic Mitigation; and Education
Supervises and provides direct oversight to selected divisions of the department
Assists in the development and implementation of short- and long-range goals, objectives, and work plans for assigned program areas; establishes priorities and performance expectations
Reviews and manages the work of staff to ensure conformance with established procedures and standards
Analyzes technical and operational information and prepares written reports, staff recommendations, and presentations for management review
Drafts, reviews and manages Intergovernmental Agreements related to street maintenance, right-of-way, and infrastructure enhancement projects with agencies such as Metro, LA County California Department of Transportation
Develops program-level and operational policy recommendations related to planning, infrastructure standards, facilities, and capital improvement projects
Manage assigned capital improvement projects
Leads the implementation and ongoing administration of the City’s Pavement Management Program
Represents the City on various county and state committees and works as a liaison with other valley cities
Keeps management informed of operational issues, project status, and emerging regional Public Works matters
Prepares and delivers presentations to the City Council, commissions, and committees related to assigned programs
Responds to inquiries from City officials, community members, media representatives, and stakeholders regarding Public Works services, policies, and projects
Participates in budget development for assigned divisions, including forecasting expenditures, monitoring budgets, and recommending adjustments to support operational efficiency
Monitors relevant legislation and regulatory requirements and ensures assigned programs operate in compliance with federal, state, county, and local laws
Ensures Commerce is represented on regional committees through various organizations such as the Metro, Gateway Cities Council of Government, Joint Power Authority, Water Boards etc
Reviews and approves contracts and agreements for professional services
At the department level, reviews and approves major programs and projects, resolving scheduling, resource conflicts, engineering and construction issues
Participates in major departmental personnel actions
May act as Director of Public Works in his or her absence
Performs other related duties as assigned
Qualification
Required
Bachelor's Degree from an accredited college or university with a major in Civil Engineering, or related field
Five years of increasingly responsible experience in building maintenance, public works/services, construction projects or community development program and project management including three years of management experience
Preferred
A Master's degree is preferred
