Human Resources Administrator

Bainbridge Island Metro Park & Recreation District is seeking a Human Resources Administrator to oversee all HR functions. The role includes managing recruitment processes, employee relations, and training, while aligning HR strategies with business goals to create a positive work environment.
Government Administration

Responsibilities

Manage the recruitment process, including job postings, interviewing and onboarding requirements
Serve as contact for employee inquiries, handling grievances, conducting investigations and resolving conflicts
Lead, schedule, and supervise HR and payroll staff, volunteers, contractors, or other service providers
Ability to learn and understand the unique requirements of a government entity including public records act and auditor compliance issues
Oversee the drafting and creation of job descriptions for District
Train and orient HR staff on District procedures, forms, and programs, and serve as resource on day-to-day activities
Attend various District meetings as necessary
Maintain a schedule that allows appropriate and successful communication with District staff, supervisors, Board members, and the public
Coordinate and perform event leadership, training, instruction, and coaching
Oversee the performance appraisal process, develop plans and provide guidance to managers on performance management
Identify training needs and develop programs to enhance employee skills and knowledge, promoting continuous professional development
Cultivate relationships with businesses, individuals, and other relevant agencies
Assist in the preparation of budget estimates and advise on status of budgets for department
Oversee District employee benefits and research trends and areas for improvement
Attend various continuing education meetings, seminars, and workshops
Attend board meetings as requested
Perform other duties and responsibilities as assigned

Required

Bachelor's degree in Human Resources, Business Administration or a related field
Proven experience as an HR manager or similar HR role with a strong understanding of HR practices and employment laws
Strong communication and diplomacy skills, with the ability to engage effectively with employees, leadership, and the public
Proven ability to interpret and apply policies, procedures, and regulations accurately and consistently
Skilled in conflict resolution, maintaining professionalism, ethics, and confidentiality at all times
Demonstrated ability to lead teams toward shared goals and foster collaboration across departments and divisions
Experienced in working within a growing district and contributing to collaborative, cross-functional initiatives
Strong analytical skills, including the ability to interpret programs, regulatory, and management information
Experience working with labor unions and collective bargaining units
Ability to develop, present, and document clear, concise plans and reports using applicable software tools
Excellent verbal and written communication skills, ensuring clear and effective information delivery
