HUMAN RESOURCES AND RISK MANAGEMENT DEPUTY DIRECTOR

NEOGOV is part of the City of Miami Gardens, and they are seeking a Human Resources and Risk Management Deputy Director. The role involves assisting the Director in managing all aspects of the Human Resources and Risk Management Department, focusing on employee relations, recruitment, risk management, and compliance with labor laws.

Responsibilities

Supervises subordinate staff in the performance of day-to-day operational task and functions
Assists the Director in the administration of various programs and processes relating to Risk and Liability Management. Directs Risk in day-to-day operational tasks including workers compensation, general liability and property insurance claims administration, and safety and loss control, fitness for duty exams and assessment and post-accident drug/alcohol testing
Assist the Director in the administration of various programs and processes relating to Employee Benefits. Directs Benefits Coordinator in day-to-day operational tasks including initial benefits enrollment, benefit changes, special and open enrollments, monthly reporting and reconciliation, and provider relationships
Conducts analysis, prepares reports and monitors City’s compliance with Patient Protection and Affordable Care Act
Assist with policy and procedure development and revisions
Assist Director to develop and implement Wellness, Professional Development, Supervisory Training, Employee Safety and Award and Recognition and Internship Programs
Serves as initial point of contact for all Employee relations matters. Assist supervisory/management and/or department directors to resolve employee to employee and employee to supervisor/manager conflict. Consults with Director on final resolution
Provides supervisory/management and/or department directors consultations regarding employee performance management, employee performance evaluations and recommendations for disciplinary action
Assists the Director to development and implement human resources training and development programs
Assists in the preparation and administration of the Human Resources budget
Manages the complete cycle of City’s disciplinary and employee performance evaluation
Performs employee performance evaluations and reviews evaluations performed by subordinate staff
Attends meetings and participate/chairs committees
Prepares ordinances and resolutions for enactment by the City Council
Performs other related tasks as required

Required

Bachelor's degree in Human Resources, Public Administration, Business Administration, or other closely related field from an accredited college or university
Minimum of seven (7) years of human resource management experience with strong emphasis in the areas of Employee Benefits Administration, Risk and Liability Management, and Employee Relations
Considerable knowledge of local governmental operations, City practices, policies and procedures
Comprehensive knowledge of federal, state, and local laws relating to human resources and employment law to include: EEO, ADA, FLSA, FMLA, ADEA, HIPAA, COBRA and Patient Protection and Affordable Care Act (PPACA)
Three (3) or more years of recent experience supervising a staff of five (5) or more employees within a Human Resources Department
Must have and maintain a valid Florida Driver's license with satisfactory driving history throughout employment
Current professional certification in Human Resources required
Considerable knowledge of City's Policy and Procedures Manual and collective bargaining agreements
Knowledge of records management practices and related laws, as well as validation and administration requirements for employee selection and promotional examinations
Knowledge of RFP's service contracts and certificates of insurance, contract negotiation methods and procedures, provisions of insurance carrier plans and policies
Ability to manage, supervise, train, discipline, and delegate work of subordinates
Ability to interpret and apply appropriate federal, state and local, collective bargaining agreements, labor contracts, the City's Rules and Regulations and City department Standard Operational Procedures (SOP), recommend and take appropriate course of action
Ability to communicate professionally and maintain effective working relationships with employees at all levels, including; subordinates, applicants, management, union representatives, city officials, legal counsel, and service providers
Ability to thorough research, collect and concurrently analyze data from multiple sources to develop effective recommendations
Ability to develop spreadsheets, reports, oral and electronic presentations
Excellent verbal and written communication skills are required
Ability to work extended hours and weekends, when needed
