Infrastructure Funding Section Manager
The State of Utah's Department of Environmental Quality is seeking an Environmental Program Manager I for the Infrastructure Funding Section. This role involves leading staff, supervising activities related to the Infrastructure Funding Program, and effectively communicating with various stakeholders to achieve defined goals and objectives.

Responsibilities
Lead and supervise staff to achieve defined goals and objectives, including performance management aligned with section and division priorities, and in compliance with agency and state policies
Supervise and direct all activities related to the Infrastructure Funding Program including project assessment, applications, budgeting, bonding and loan closing, inspections and reporting, and auditing
Clearly communicate expectations to staff and cultivate a culture that supports teamwork and professional development within the section as well as other sections and the division as a whole
Effectively communicate and professionally engage with a variety of stakeholders, including but not limited to the public, staff, the Drinking Water Board, division leadership, both State and Federal Government
Qualification
Required

Strong communication skills and the ability to communicate scientific and technical information both orally and in writing to a broad range of audiences
Demonstrated experience building and maintaining professional relationships
Experience in program management, implementation or a combination of relevant education and experience
Strong leadership skills
Experience managing multiple technical projects, including planning and prioritizing work and performing in a productive and professional manner for timely completion
Experience developing and implementing continuous improvement projects
The ability to read, interpret, and apply federal and state policies, laws, rules, and regulations that are technical in nature, and use logic and research to draw conclusions and propose quality solutions and applications
Excellent writing skills and attention to detail
Demonstrated skill in evaluating reports, documents, rules and regulations
Knowledge of federal and state infrastructure funding programs and regulations
Preferred
A bachelor's degree or higher in Science, Engineering, or related field
