The Program Manager will oversee operations, staffing, compliance, admissions, and growth across various service types, ensuring quality and compliance in both established and new programs.

Responsibilities
Lead daily operations across center-based and non-center-based services
Ensure full compliance with DBHDS, Medicaid Waiver, and HCBS requirements
Maintain audit readiness, licensing standards, and documentation accuracy
Oversee incident reporting, follow-up, and corrective actions
Manage ISP implementation, Part V plans, and quarterly reports
Coordinate directly with Support Coordinators, families, and guardians
Ensure services align with authorized hours and waiver requirements
Hire, train, supervise, and schedule DSPs and program staff
Ensure appropriate staffing ratios and service coverage
Provide coaching, accountability, and performance oversight
Build a stable team culture grounded in professionalism and care
Manage referrals, screenings, and admissions decisions
Serve as a point of contact for schools, case managers, and community partners
Support enrollment growth for adult and children’s programs
Help launch and structure new service lines with strong systems from day one
Qualification
Required
Direct experience working within DBHDS-licensed ID/DD services
Strong working knowledge of Medicaid Waivers (CL, FIS) and HCBS
Experience managing or implementing ISPs and waiver-authorized services
Supervisory experience in day support, community services, or residential programs
Bachelor's degree in Human Services, Social Work, Special Education, Health Administration, or related field
Preferred
Prior Program Manager, Program Director, or QDDP-level experience
Experience with WaMS and Medicaid documentation workflows
Background in community-based services (CE, Community Coaching)
Experience working with both adults and children with developmental disabilities
Comfort building new programs while maintaining compliance
