Procurement Officer III
Prince George’s County Government provides a dynamic and inclusive workplace, and they are seeking a Procurement Officer III for the Department of Public Works & Transportation. This role involves managing complex purchasing actions and negotiating with suppliers to procure necessary resources for County operations.

Responsibilities
Works closely with the Contracts Senior Officer (CSO) and the Chief of Contracts and Procurement to ensure the State and County procurement laws and regulations are enforced while providing the needs of DPWT
Administer complex and high-level procurement actions for goods and services required by County departments and agencies in accordance with State and County procurement laws and regulations
Develop and manage solicitations, including scopes of work, technical specifications, and procurement documentation for a wide range of contracts
Conduct and coordinate pre-bid and pre-proposal conferences and supports the evaluation of bids and proposals
Coordinate the contract award process and ensures all required approvals are obtained prior to execution
Work closely with senior procurement leadership to identify issues, resolve procurement challenges, and ensure compliance with departmental procurement policies
Provide technical guidance and procurement expertise to departmental program offices to support timely and accurate contract execution and approval
Track and monitor active contracts throughout their lifecycle, including renewals, terminations, and new solicitations for existing services
Ensure contract files are centralized, complete, and properly maintained in both electronic and paper formats
Conduct periodic internal contract file audits to verify compliance with procurement requirements and documentation standards
Initiate the contract closeout process following completion of work to ensure timely resolution of contractual obligations
Review contract closeout documentation for accuracy, completeness, and compliance with departmental policies and procedures
Maintain and track the status of contracts in the closeout phase, including coordination of additional documentation required for approval
Coordinates with contractors and internal stakeholders to obtain required closeout materials within established timeframes
Performs other related procurement and administrative duties as assigned within the scope of the position
Assist procurement cardholders with accounting questions and billing disputes as needed
Participates in procurement planning meetings and supports coordination among procurement personnel
Performs other related duties as assigned
Maintain a valid driver’s license as required to perform assigned duties
Serve as a critical and essential employee during emergency operations, including participation in the Department’s Snow and Ice Control Program
Qualification
Required
Bachelor's degree from an accredited college or university with major course work in Business Administration, Marketing, Economics, Retailing and Distribution or related field
Three (3) years of experience in technical procurement work, including considerable experience with automated procurement processing systems
Maintain a valid driver's license as required to perform assigned duties
Meet all training and performance standards and demonstrate proficiency as required by the agency
Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable
Successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable
Be willing and able to serve as an essential employee
Preferred
Certifications: Certified Maryland Procurement Officer; Federal Acquisition Certification (FAC); Contracting Officers Representative (COR)
Expert knowledge of the principles, practices, and methods of purchasing
Expert knowledge of the laws, ordinances, and other requirements governing procurement, including impacts of local, State and regional issues
Expert knowledge of the best sources and appropriate prices for the procurement of items requested
Demonstrated ability to prepare specifications and review and evaluate bids and proposals
Demonstrated ability to assist and guide the work of lower-level buyers
Ability to use sound judgment in making independent decisions
Demonstrated ability to maintain effective working relationships with technical
