Systems and Procedures Analyst

Responsibilities

Performs reviews of payroll reports out of DCPS, RSD/ EOS Thinclient, and HRsmart, researching policies, procedures, knowledge bases, and reference materials for functional and technical incidents to provide guidance for resolving the issue or for the incumbent to resolve the issue
Performs as an analyst in major FSC and VA projects, including, but not limited to planning and deployment of upgrades or new systems that relate to those above
Troubleshoots issues in critical or emergency situations, such as the transmission of missing time reports to DFAS
Documents the technical details for each issue on the report line item for further review of management to determine if a system change is warranted

Required

Applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and must submit proof from their educational institution that they meet one of the criteria listed below
Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 (B or better) as recorded on their official transcript
Applicants must be in the upper third of the graduating class in the college
Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization
Specialized experience is defined as customer service skills and experience serving as a mentor and/or subject matter expert in financial systems within a call center environment
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a 4-year course of study leading to a bachelor's degree
For the GS-09 level: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization
Specialized experience is defined as call center and customer service experience, with background in federal regulations/policies, financial accounting concepts and transactions; and experience in mentoring, resolving complex problems, and developing solutions with minimal supervision
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education or superior academic achievement
A transcript must be submitted with your application if you are basing all or part of your qualifications on education

You must be a U.S. Citizen to apply for this job
