Responsibilities
Provide visible and inclusive leadership for the finance team, setting a clear direction and building a strong sense of identity and community
Position finance as a trusted enabler to the business, supporting Directors General, Directors and budget holders to deliver Cabinet Office priorities in an effective and efficient manner
Engage early in policy development and pipeline reviews, providing clear investment appraisal and shaping decisions from the outset
Represent Finance on boards and work alongside senior commercial leaders to support decision-making across the programme delivery cycle, identifying risks and opportunities
Help leaders make informed choices around investment and continuous improvement
Develop a deep understanding of the business areas within scope, considering short, medium and long-term priorities and how they align with wider departmental and cross-government objectives
Act as a core part of budget holders’ management teams, providing independent, robust financial advice, supporting effective resource prioritisation, and managing risks and opportunities
Play an active role in developing people – supporting professional growth, qualifications and talent management across the finance function, and helping to build capability for the future
Qualification
Required
Strong background in finance business partnering or a clear passion for it
Understanding of the value of finance as a trusted advisor rather than a gatekeeper
Confidence working with senior leaders
Ability to influence decisions through clear, credible advice
Comfortable explaining complex financial information
People-focused leadership skills
Experience in building high-performing, diverse and inclusive teams
Experience leading in matrix environments
Ability to foster trust through openness and reliability
Strong relationship-building skills
Strong analytical thinking combined with sound judgement
Experience in financial control and governance
Solid technical accounting skills
Comfortable applying accounting skills across a broad range of disciplines
Experience working closely with commercial colleagues
Ability to offer constructive challenge and commercial insight
Confidence working with Excel and data
Ability to use analysis in a practical way to support organizational goals
Good understanding of government finance and fiscal events such as spending reviews
Ability to stay calm under pressure
