Responsibilities
System Review Business Analyst will be utilized to review and assess the existing data sources and data source systems within the agency and identify threats to data validity and reliability
The analyst will work with the Division of Community Services, the Division of Clinical and Quality Management, the Division of Administration, and stakeholders to identify and develop actionable recommendations that when implemented will result in improvement to data validity and reliability
Thus, increasing the ability of the department to attest to the reliability of the data source and data source system and the validity and reliability of the data it produces
Current data exists in various data source systems and repositories
Client has several systems that are utilized by the department that an individual may not be familiar with, unless they’ve worked for the state, such as WAMS, CONNECT and other systems, therefore the selected candidate will have access to information regarding all data sources and data source systems to be assessed as well as previously developed threat assessment reports
As part of the threat assessment process the selected candidate will review data source training materials; conduct subject matter expert and stakeholder interviews; review system training materials; shadow data source users; conduct source system table analysis, review, synthesize and prioritize all threats; develop and present actionable recommendations to mitigate identified threats
Threats to data security will not be assessed as part of this process
Daily check-ins may be required during onboarding and training
Qualification
Required
5 years of BA Experience in IT projects. IT software/application project experience required
Excel spreadsheets - Required, 5 Years
Knowledge of data warehouses - Required, 5 Years
Ability to assess data validity and reliability - Required, 5 Years
Experience conducting data source/system reviews - Required, 5 Years
Ability to analyze both structured and unstructured data - Required, 5 Years
Experience evaluating business processes and system procedures - Required, 5 Years
Ability to build trust and working relationships - Required, 5 Years
Facilitation and interview skills - Required, 5 Years
Translation of technical issues into plain language - Required, 5 Years
Project management and self-management skills - Required, 5 Years
Preferred
Experience conducting threat or risk assessments - Highly desired, 5 Years
Experience working in state government or large public-sector organizations - Highly desired, 5 Years
Familiarity with health, behavioral health, or human services data systems - Highly desired, 5 Years
Experience validating data used for reporting, performance measures, or compliance - Highly desired, 5 Years
SQL - Nice to have, 5 Years
Experience supporting system modernization or data improvement initiatives - Highly desired, 5 Years
Experience presenting findings to leadership or executive audiences - Highly desired, 5 Years
