Senior Software Engineer - Java (DTI)
The State of Delaware's Department of Technology & Information (DTI) is seeking a Senior Software Engineer - Java to develop and maintain complex government systems. This role involves planning, designing, coding, testing, and debugging software components while providing technical guidance to team members.

Responsibilities
Planning, requirements, design, coding, testing, debugging, system integration, and documenting of software components of complex, multi-tier government systems
Evaluating user requests for new programs, modifications to existing programs, and system integration of off the shelf products
Performing research and gathering relevant data to determine feasibility, appropriateness, and cost and time required
Preparing detailed estimates in order to obtain approval to proceed
Preparing detailed program specifications
Developing software according to approved specifications, testing and debugging programs for the delivery of quality applications
Creating system and user documentation
Monitoring ongoing program and system performance
Providing training and mentoring to less experienced team members
Providing code review, supervision, and technical guidance to skilled developers within the team
Qualification
Required
Applicant must possess a high school diploma or GED
Possess a minimum of 2 years' experience supervising a team of technical developers. This includes local and remote teams
Possess a minimum of 4 years' experience in developing large scale public facing dynamic Java web applications (Java SDK, Java EE), with specific experience in the complete software development lifecycle
Possess a minimum of 4 years' experience in web application security standards and best practices for developing secure web applications
Possess a minimum of 4 years' experience in the maintenance, configuration, and security of; applications, databases, SOAP, REST, API and other Middleware
Possess a minimum of 4 years' experience developing Spring Boot and Angular Java Web applications
Possess a minimum of 4 years' experience in IT industry standards and best practices for systems and software development
Possess a minimum of 1 year of experience working with Microsoft Office applications and virtual meeting tools
Criminal background check: A satisfactory fingerprint based criminal background check administered by the Delaware State Police is required as a Condition of Hire

Preferred
Possession of a bachelor's degree is preferred, with emphasis in Computer Science, Information Technology, Telecommunications, Networks, Security, I/T Discipline or a related field
Possess professional certifications commensurate with advanced to expert technical capabilities
