Asset Manager - Project/Program Manager II

Responsibilities
Review and monitor affordable housing contracts for compliance with terms of agreements, covenants, federal regulations, and King County policies and requirements
Conduct on-site inspections of housing projects and write up any findings and corrective actions required
Review annual resident income data for affordable housing projects to ensure contract compliance
Track reports submitted by housing providers and offer technical assistance to providers to complete incomplete data
Perform analysis and write up staff recommendations on properties within the portfolio that have submitted workout requests. Workouts and strategies may include examining possible refinancing options, determining the feasibility of restructuring existing debt, exploring new or additional operating subsidies, renegotiating affordability levels, restructuring county debt, and transferring property ownership
Integrate an equity and social justice framework into program duties and communications, and support portfolio analysis to determine the racial distribution of affordable housing and identify gaps in the equitable distribution of housing
Develop collaborative relationships with external partners to further the County’s goals, including addressing historic racial inequities and the critical need for housing
Work collaboratively with the Housing Finance Program team and other programs within King County government to ensure contract compliance
Respond to inquiries and provide technical assistance to public partners, community-based organizations, and co-workers across County departments
Draft external and internal reports and correspondence
Maintain program files/reorganize files
Perform other related duties or special projects as assigned
Qualification
Required
Minimum of two years' work experience in affordable housing, community development, asset management and/or property management
Strong financial analysis skills and experience with affordable housing property operating and expense budgets
Excellent oral and written communication skills with the ability to communicate effectively and work with diverse constituencies
Excellent organizational skills with the ability to track multiple projects
Demonstrated commitment to Equity and Social Justice principles and practices
Demonstrated ability to work independently as well as with a variety of stakeholders and project partners with sometimes varying objectives
Strong facilitation and creative problem-solving skills
Ability to work in a collaborative manner as a team member both internally and externally with staff, service providers and members of the public
Demonstrated Proficiency in Microsoft Teams, SharePoint, Word, Excel, and database applications
Preferred
Demonstrated knowledge of ongoing compliance with public funding requirements for affordable housing, including federal programs such as HOME, Low-Income Housing Tax Credits, and Transit Oriented Development
Experience performing on-site inspections of housing projects
Working knowledge of real estate lien and loan documents
