Responsibilities
Maintain accurate financial records, ledgers, and accounts, including establishing any required new accounts in the financial system and custodian bank
Prepare monthly, quarterly, and annual financial statements in accordance with Generally Accepted Accounting Principles (GAAP) and the Government Accounting Standards Board (GASB) standards
Research discrepancies to determine the cause and identifies required resolutions
Provide fiscal year end support. Prepare the ERS’ Comprehensive Annual Financial Report and Popular Annual Financial Report for review by external auditor and for submittal to GFOA
Ensure timely reporting to meet requests from internal departments, board/committees, consultants, and auditor
Assist in preparing projections for cash requirements to cover personnel and operating expenditures in the production of the ERS annual operating budget
Monitor expenditures and revenues to ensure alignment with approved budget
Review investment manager transactions and reconcile with custodian bank statements
Ensure adherence to governmental accounting standards, laws, regulations, and agency policies
Implement and maintain internal controls to safeguard public funds
Recommend changes to policies, procedures, or the accounting system to maintain compliance and support the implementation of best practices for operating efficiency
Process accounts payable, accounts receivable, payroll entries, journal entries, and adjustments
Perform reconciliation of bank accounts, investment funds, and subsidiary ledgers
Maintain documentation required for audit and regulatory purposes
Prepare schedules, reports, and documentation for internal and external audits
Respond to audit inquiries and assist in resolving findings
Assist in accounting system implementations, upgrades, and testing. Perform related duties and projects, as assigned
Assist in forecasting cash requirements to ensure adequate liquidity
Coordinate with executive management to report and account for capital calls and distributions
Reconcile investment accounts and verify accuracy of custodian monthly reporting and manager statements
Qualification
Required
Bachelor's degree from an accredited college or university with major coursework in accounting, finance, or related field
Two (2) years of progressively responsible relevant work experience at a professional level that provides the required knowledge, skills, and abilities for the job position
Knowledge of, and skill in applying, the principles, methods, techniques, and accepted practices of professional accounting in accounting systems; this includes professional level knowledge of Generally Accepted Accounting Principles (GAAP) and other guides such as Government Accounting Standards Board (GASB)
Knowledge of, and proficiency in utilizing accounting and financial management software, with the capacity to adapt to and learn new financial systems as required
High attention to detail, a focus on accuracy, and advanced analytical and critical thinking skills
Skill in identifying and correcting errors and discrepancies in data, reports, and financial statements
Apply mathematical methods together with accounting principles to balance accounts
Proficiency with Microsoft Office software, including Outlook, Word, and Excel
Communicate and interact effectively with business contacts in a professional manner; this includes establishing and maintaining effective working relationships, with internal and external contacts
Provide prompt and accurate accounting information to managers and business contacts, addressing matters related to the ERS
Actively develop expertise in accounting and stay updated on changes in external guidelines and other developments affecting relevant areas of responsibility
Preferred
Previous experience within the public sector and/or pension plans
Ability to meet deadlines and work independently
Knowledge of industry-specific regulations
