PROGRAM ANALYST
NAVWAR is seeking a Program Analyst to serve in the Directorate Ship Management of the Military Sealift Command. The role involves assisting in planning and conducting evaluations to support program efforts, coordinating strategic planning, and collecting and evaluating operational data.

Responsibilities
You will assist planning and conducting evaluations that support program efforts to meet operational and mission specific requirements
You will assist the coordination of program strategic planning and quality processes to include business plan development, benchmarking, mission capability assessments, and contractor performance and surveillance metrics
You will collect and evaluate data provided by the Operating Company to ensure budgets, readiness and Plan of Action and Milestones (POA/M) are being met

Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain a current valid United States driver's license
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You will be required to obtain and maintain a U.S. Passport
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Experience assisting in the coordination of program operations and logistics support
Experience gathering and assembling data for reports or briefings on topics such as program costs, performance metrics, or acquisition requirements
Experience assisting in the review of policies or regulations to help determine their impact on program operations
Experience tracking operating cost data to support trend analysis and the identification of required resources
Experience assisting with contract oversight functions by helping to coordinate actions between internal and external stakeholders
Preferred
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
