IT Program Budget Analyst
The North Carolina Department of Health and Human Services (DHHS) is one of the largest agencies in the state, focused on ensuring the health and well-being of North Carolinians. The IT Program Budget Analyst role involves preparing and maintaining budgets, analyzing expenditures, and collaborating with federal partners to ensure accurate financial management for the NC FAST program.

Responsibilities
Assistance in preparing and maintaining the certified and authorized budgets, expenditures, forecasting, and variance analysis for NC FAST
Analyzes the agency’s complex budget to ensure accurate alignment of expenditures and revenues
Collaborates with the DHHS Controller’s Office to develop and maintain the cost allocation plans for NC FAST
Provides reconciliation and analysis functions before and after the monthly cost allocation process, and assists with the month-end and year-end closeout of NC FAST with the DHHS Controller’s Office and DIT Budget Office
Collaborates and communicates budget, expenditure, and cost allocation details with federal partners such as HHS CMS, HHS ACF, and USDA FNS
Assists with expansion and continuation budget development and prepares the financials for the NC FAST Advance Planning Document Update (APDU) and other funding-related documents
Qualification
Required
Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution
Three years of progressive related experience, two years of which should be in a supervisory role
Experience working in State Budget and Financial Management
Experience in Financial Systems and Microsoft Suite
