Solid Waste Services Director

The City of Wilmington is seeking a Solid Waste Services Director to plan, direct, and manage all sanitation and recycling collection operations. This role provides executive-level leadership for refuse, recycling, and other related services, ensuring safe and efficient service delivery while advancing sustainability practices.

Responsibilities

Direct departmental operations and strategy, establishing goals and leading continuous improvement initiatives to enhance service delivery, efficiency, and financial performance
Lead, develop, and engage department personnel through supervision, performance management, coaching, and culture-building initiatives
Prepare and manage the departmental budget and capital planning processes, forecasting expenditures and achieving financial objectives through cost control initiatives
Plan and implement special collection events and statewide anti-litter initiatives
Design and optimize collection routes to maximize productivity and reduce costs
Ensure compliance with safety standards and regulatory requirements and monitor legislative impacts
Determine staffing and equipment requirements and coordinate fleet maintenance and replacement activities
Collaborate with Cape Fear Public Utility Authority on billing and customer accounts
Represent the department to City Council, community groups, and the public while resolving customer concerns
Respond during emergencies or declared States of Emergency to restore essential services
Perform other related duties as required

Required

Bachelor's degree from an accredited university in environmental science, business administration, public administration, or a related field
10 years of progressive experience in sanitation and recycling operations including at least 5 years of supervisory or managerial experience or equivalent combination of education and experience
Valid driver's license with an acceptable driving record
National Incident Management System Certifications IS 200, 300, 400, 700, 800 or ability to obtain within six (6) months of employment
Thorough knowledge of principles, best practices, and industry standards related to waste management and recycling collection
Knowledge of routing principles and logistics
Extensive experience in budget preparation, financial analysis, and cost control measures
Knowledge of public procurement, contract negotiation, and vendor management
Ability to analyze data, generate reports, and make data-driven decisions
Strong leadership skills with the ability to supervise, mentor, and develop staff
Excellent communication and collaboration skills to work with City officials, vendors, and the public
Experience managing route management software, GPS tracking, fuel management systems, and vehicle telematics
Process-oriented and results-oriented in setting and pursuing strategic goals and objectives, demonstrating a strong commitment to organizational success
Demonstrated problem-solving, analytical, critical-thinking and decision-making skills
Collaborative; builds and works with teams

Health Insurance- The City offers two options for health coverage: a standard PPO plan and a High Deductible Health Plan with an associated Health Savings Account. Coverage becomes effective the first day of the month following hire for employees and their eligible dependents. Both you and the City contribute to the overall cost of coverage.
Dental Insurance- Coverage becomes effective the first day of the month following hire. Employees, their spouse and dependent children are eligible for coverage.
Life Insurance- The city pays to provide coverage valued at one times your annual salary. Supplemental insurance is available for employees to purchase. Optional coverage for dependents is also available for purchase.
Retirement: - NC Local Government Retirement System-All benefits eligible employees make a mandatory 6% contribution every pay period.
- Deferred Compensation –The city contributes an amount equal to 4.5% of the annual salary to a 401(k) plan regardless of employee contribution. Employees may choose to contribute additional money to the 401(k) or 457 deferred compensation plans, without a match from the City, within the IRS guidelines.
Paid Leave (offered to employees working at least 1,000 hours annually*): - Sick Leave - 12 days accrued each year
- Annual Leave - Accrual based on years of service and classification. Employees can earn from 10 to 24 days each year.
