Responsibilities
Lead engineering, configuration, optimization, and sustainment of SCADA systems supporting potable water, wastewater, and utilities infrastructure
Perform advanced diagnostics, root‑cause analysis, and system recovery for complex control system issues
Develop, validate, and implement PLC logic, HMI configurations, and multi‑vendor system integrations (e.g., Ignition, Schneider Electric, ABB, Rockwell)
Oversee system upgrades, modernization efforts, and lifecycle engineering activities
Serve as the senior technical authority for automation and control of water treatment plants, pumping stations, and distribution systems
Conduct engineering assessments, performance optimization studies, and system reliability evaluations
Provide expert guidance to operators, technicians, and stakeholders on process control strategies and operational best practices
Implement and maintain cybersecurity controls aligned with ICS/OT best practices and applicable federal standards
Support cybersecurity assessments, documentation, and system hardening activities
Coordinate with cybersecurity teams to ensure secure operation of SCADA and PLC environments
Deploy to Djibouti for on‑site engineering, troubleshooting, commissioning, and operational support
Provide technical leadership during inspections, system evaluations, and project execution
Operate effectively in high‑temperature, expeditionary, and resource‑constrained environments
Lead engineering workstreams, including planning, documentation, reporting, and risk management
Coordinate with internal teams and external stakeholders to ensure alignment with mission objectives
Develop and maintain detailed engineering documentation, system diagrams, cybersecurity artifacts, and operational procedures
Qualification
Required
10–15 years of experience in SCADA, PLC, ICS, and control systems engineering
Extensive experience supporting water treatment plants, utilities systems, or industrial automation environments
Demonstrated expertise in troubleshooting, optimizing, and securing SCADA/ICS environments
Ability and willingness to travel and work OCONUS in Djibouti for extended periods
Strong leadership, communication, and cross‑functional coordination skills
U.S. citizenship and ability to obtain/maintain required clearances
ISA Certified Control Systems Technician (CCST) or equivalent senior‑level controls certification
ICS/OT Cybersecurity Certification such as SANS ICS410 or GIAC GICSP
Vendor‑specific SCADA/PLC certifications (Ignition, Schneider Electric, ABB, Rockwell, etc.)
Preferred
Experience supporting NAVFAC, U.S. Navy, or DoD engineering or utilities programs
Experience in expeditionary or OCONUS technical support environments
Advanced ICS/OT cybersecurity experience or familiarity with federal ICS security frameworks
Advanced ICS cybersecurity certifications
PMP or equivalent project management certification
Advanced PLC programming and troubleshooting credentials
Additional vendor‑specific SCADA/ICS training
