Community Facility Administrator (WMS02) - Ephrata
NEOGOV is seeking a Community Facility Administrator for the Department of Children, Youth, and Families in Ephrata, WA. This role involves overseeing the daily operations of a minimum-security community facility program for juvenile offenders, ensuring adherence to safety and treatment standards while managing a staff team.

Responsibilities
Administer all aspects of a minimum-security community facility residential reentry program housing juvenile offenders
Administer, manage, supervise and direct staff within a collective bargaining environment
Coach and mentor the supervisor to ensure they are gaining supervisory skills and experience to include projects that expand beyond their role as first line supervisor’s career advancement opportunities
Serves as Prison Rape Elimination Act (PREA) Compliance Manager and ensures PREA standards and reporting requirements are met
Oversee routine facility maintenance and collaborate with Capital Facilities
Administrator as needed. Maintain adherence to both internal and external audit requirements and ensure corrective action plans are completed and implemented in a timely manner
Oversee and administer reentry and treatment services for youth in the community facility
Assure all youth releasing from the facility are afforded a Future Planning Meeting (FPM) and are provided with their completed Future Plan upon release
Plan and monitor expenditures in each program area
Implement and provide oversight of evidence and research based, family-oriented treatment services
Effectively de-escalate youth situations and intervene to work toward a positive outcome
Develop and maintain staffing plan to most effectively utilize resources
Maintain communication with the Regional Administrator and consult on decisions that impact personnel, programming, significant youth issues, exceptional budget requests, facility needs and/or decisions that affect current practice
Participate with community stakeholders and groups on collaboration and utilization of resources to ensure youth have access to available resources especially in the areas of education and employment
Qualification
Required
Eight (8) years of professional experience in a management position overseeing significant project or program implementation in a social services or similar organization
One year of supervisory experience
A Bachelor's degree, in Public Administration, Social Sciences or a closely allied field AND six years of professional experience in a management position overseeing significant project or program implementation in a social services or similar organization
One year of supervisory experience
A Master's degree, in Public Administration, Social Sciences or a closely allied field AND four years of professional experience in a management position overseeing significant project or program implementation in a social services or similar organization
One-year supervisory experience
The ability to take action to learn and grow
The ability to take action to meet the needs of others

Expertise in providing services to youth and have an understanding of adolescent development at risk youth and juvenile offender behavior; principles/techniques and trends in juvenile rehabilitation
Experience working in a community setting and possess a high level of knowledge of community resources, including development of new resources and have proficiency at maintaining community relations
This position requires a minimum of at least two years of driving experience and a valid driver's license
Preferred
Preference will be given to supervisory/administrative experience with community-based residential programs for juvenile offenders
Demonstrated ability to analyze challenging situations in a social services environment and prioritize appropriate courses of action applying sound judgment and professional standards
Demonstrated understanding of adolescent development and juvenile rehabilitation practices and principles; experience providing cognitive/behavioral therapeutic interventions
