Responsibilities

Assist the Division Right of Way Agent/Real Property Supervisor I in directing the daily goals and responsibilities of the Division
Negotiate more complex or specialized projects requiring higher level analytical, problem solving, negotiation, and communicative skills
Accountable for the acquisition of all necessary Rights of Way and Easements needed for the construction and/or improvement of all highway projects on the state highway system
Assist the Division Right of Way Agent carrying out right-of-way acquisition functions on Primary right-of-way roads within the Division
Provide supervision and technical assistance to the right-of-way staff regarding negotiations, relocations, plan changes, property management, and right-of-way policies and procedures
Review and approve right of way claim reports for members of the staff
Review, approve, and submit settlement and condemnation final reports as needed
Ensure that claim closings are completed in accordance with office procedures
Monitor, track schedules, and workloads within the Right of Way office to ensure timely right of way acquisition completion and project letting

Required

Master's degree from an appropriately accredited institution and (1) one year of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or
Bachelor's degree from an appropriately accredited institution and (3) three years of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or an equivalent combination of training and experience
Experience in negotiations and relocation including a thorough knowledge of the uniform Relocation and Real Property Act as it relates to right of way relocations
Knowledge of plan reading and experience in project management
Experience in preparing and researching legal instruments and public records
Experience drafting deed descriptions and measuring right of way areas
Demonstrated ability to explain right of way concepts and procedures via written communication
