Human Resources Office Manager

Responsibilities
Plans, organizes, and coordinates the processing of classified employees hired in regular and substitute positions
Coordinates the filling of vacancies, schedules appointments, and explains job requirements of various classifications to District personnel and the public
Assures eligibility according to the Merit System
Explains general policies and procedures as they pertain to classified human resources transactions
Prepares or assists with the preparation of Board of Education agenda materials
Collects and compiles data and prepares written correspondence
Assists with the improvement of record management systems for computerized storage, retrieval, and reporting
Inputs and maintains confidential human resources reports and records (e.g. seniority and employment list) using a variety of office machines including computer, printer, copier, and typewriter
Develops work schedules and supervises, trains, and evaluates human resources office staff
Reviews reports and data for accuracy, format, and completeness prior to distribution
Acts as a liaison with Payroll and outside agencies (e.g. E.D.D. and L.A.C.O.E.) regarding classified human resources transactions
Works closely with Personnel Commission staff to ensure timely distribution of the examination requests
Attends monthly Personnel Commission meetings
Participates as a member of the District classified bargaining team
Performs other related duties as directed
Qualification
Required
Graduation from high school or evidence of equivalent educational proficiency
Two years of responsible human resources related clerical experience
Experience in a lead or supervisory capacity is desirable
Knowledge of principles and techniques of employee supervision and evaluation
Knowledge of basic policies, procedures, and operations of a human resources office
Knowledge of operation of office machines including computer and word processing equipment
Knowledge of telephone techniques and etiquette
Knowledge of calculating solutions to mathematical problems involving addition, subtraction, multiplication, and division
Knowledge of fundamentals of computer database systems
Ability to plan, assign, schedule, review, and evaluate the quality and quantity of work performed by subordinate employees
Ability to establish and maintain cooperative and effective working relationships using tact, patience, and courtesy
Ability to communicate effectively, both orally and in writing
Ability to use correct vocabulary, grammar, sentence structure, spelling, and punctuation when constructing written correspondence
Ability to maintain records and prepare reports
Ability to analyze, interpret, and apply specialized human resources policies
Ability to learn and use various database computer systems
Ability to produce work in a timely manner despite multiple interruptions
Ability to research and solve personnel inquiries
Ability to work independently with limited supervision
