Responsibilities

With some guidance, serves as product manager over large, complex efforts for one or multiple agile team(s) following industry standards and best practices (e.g., Agile, DevOps, ITIL). Serves to align and organize Product Owners and cross-functional teams throughout the product lifecycle to identify and deliver solutions that customers find valuable and engaging. Independently communicates portfolio and product updates to other managers and stakeholders, creating buy-in on product vision and ensuring strategic alignment. Articulates core value proposition of the solution, identifying individual feature benefits to support value proposition fulfillment. Represent product value proposition and business viability to inform and influences senior-level support for fulfilling product vision. Manages and serves as the primary point of contact (POC) for supporting budget activities aligned to a product. With some guidance, engages in Agile resource planning and management to monitor resource utilization, forecast future resource needs, and support business growth
Acts as a point of intake for product improvements and requirements from internal stakeholders and customers. Collaborates regularly with clients and stakeholders to discuss needs, research, and collect information about business operations, and define requirements and use cases. Possesses advanced knowledge of the client's strategies, functions, issues, and relationships that drive day-to-day operations, decisions, and workforce dynamics. Applies this knowledge to better meet the client's business needs and requirements. Coordinates with product team members to translate roadmap into requirements to ensure successful delivery across the product life cycle. Independently identifies user research and leverages secondary research to better understand customer needs
Produces business and technology roadmaps and implementation plans based upon a current vs. future state perspective for the collection of products for which they are responsible. Leads oversight of multiple projects by integrating dependent schedules and deliverables and related activities (e.g., benefits management, life cycle management, and program governance). Defines, implements, and tracks measurable individual and team objectives that are aligned with business and organizational goals, using a data-driven approach to iterate on delivery plans and roadmaps based on key metrics captured
Crafts product strategy that communicates and evangelizes the value of the product or platform across the broader organization. Identifies key opportunities for improvement based on industry best practices and trends, develops technical or process enhancements to increase operational efficiencies, or reduce costs associated with the use of internal tools. Develops strategies to improve performance of data through advice on technology selection; data structure or layout; architectural choices; or other best practices
Collaborates with business relations, delivery team leads, and Organizational Leaders to ensure strategic alignment with product goals and requirements to help them understand how business and technology tradeoffs influence strategy. Contributes to the strategic direction of the Division by identifying gaps between the current and desired end-states by researching best practices and assessing trade-offs among options
Establish and maintain relationships with key business and technology stakeholders to generate agreement, set priorities, and drive alignment. Liaises with customers, staff, product team members, product sponsors and/or stakeholders to manage expectations, communicate or gather product information, and/or ensure customer satisfaction. Advanced at explaining processes and concepts to technical and non-technical audiences. With limited oversight, represents unit, branch, or division in stakeholder meetings, coordinates with stakeholders to resolve questions, and participates on task forces and committees, both internal and external to the Board. Leads the development of communication strategies, plans and messages for various audiences. Ensure customer-driven design, consider user pain points, and leverage market and industry knowledge to deliver a well-positioned product
Keeps abreast of cutting-edge evolving information and business trends and technologies in areas relevant to division or Board needs and communicates the results of these activities to others. Assesses current and future requirements and proactively plans for and implements new technology and business adoption, transformation, consolidation, and/or incremental improvements. Possesses advanced knowledge of technology and business options available in the market and skilled at assessing their viability for meeting Division and/or Board needs

Required

5+ years of experience as a Product Manager, Technical Product Manager, or similar role supporting platform infrastructure or developer-facing products
Strong understanding of DevOps and DevSecOps practices including CI/CD pipelines, cloud platforms, automation and Infrastructure As Code (IAC)
Proven experience working closely with engineering teams to define technical requirements and deliver scalable platform capabilities
Experience partnering with security teams on application security, vulnerability management, identity and access management, compliance or secure software development practices
Ability to translate complex technical and security concepts into clear product requirements and priorities
Demonstrated success operating in ambiguous, early-stage or newly formed product, or platform teams
Strong stakeholder management skills with experience aligning developers, security and leadership around a shared roadmap
Excellent written and verbal communication skills including the ability to influence without authority
Experience driving adoption of internal platforms or tools across large or distributed organizations
U.S. citizenship required
Position is in Washington DC, and on-site presence is required
