Responsibilities

Serves as a J-62 expert on DLA acquisition business policies and processes supporting the acquisition life-cycle management across business processes such as finance and audit processes
Advises technical and functional customers of the acquisition process related to defining requirements for business capacity needs, determining planned budget, and analysis support for potential solutions; to include performing market research and analysis of alternatives to determine best of breed IT software solutions which will satisfy business requirements
Serves as the focal point for coordinating and reviewing strategies/plans across emerging automated information system (AIS) programs
Identifies and tracks key performance indicators for standardized enterprise processes including but not limited to business capability management
Oversees the management of the programs and initiatives, identifying and ensuring adherence to the baseline of approved IT acquisition business requirements and implementation of changes to these requirements
Prepares written and verbal reports on initiative and program directives
Serves as a team leader over assigned projects and acts in the absence of the supervisor
Serves as an expert of the DoD 5000.02 which provides the policies and principles that govern the defense acquisition system and forms the foundation for all DoD programs that include weapon systems, services, and automated information systems (AIS)
Provides recommendations of data analysis based on various program requirements

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position
To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector
Responsible for overseeing the development, assessment and monitoring of performance-based standards
Determines the minimum criteria to be applied in considering whether to undertake a particular investment, and the criteria related to the quantitatively express projected net, risk-adjusted return on investment
Determines the specific quantitative and qualitative criteria for comparing and prioritizing alternative information system investment projects
Responsible for administering the determination, coordination, and approval of program and new initiative budgeting requirements to support systems planning and upgrades, and migrations to Agency standards
Responsible for working with the Contracting Officer and Leadership to strategically address contract challenges, recommending enduring solutions to problems
Responsible for data analysis and recommendations based on various criteria
